With the neighboring developing city of [[Tomsk]], Omsk had a complicated relationship. The lack of knowledge of spoken English made diplomatic relations very difficult, but in the end there was an alliance between these cities, and a common state was planned. The mayor of [[Tomsk]] vowed to believe in the same god as they believe in Omsk.
