A Democratic Council is where the people vote on a number of council members (in Atlantic it's 7) who vote on a Prime Minister. Council elections happen every few months, in Atlantic it's 3, and Prime Minister elections happen double that, in Atlantic it's 6 months. In the council elections that aren’t Prime Minister elections the Prime Minister stays on the council and the people vote for 1 less council member.
