Democracy is an ideology, where the people have all the power; if changes are made, then the people vote if the change will be accepted or not.
Beliefs and Practices
In a true democracy, the people would either vote on who would make the decisions and oust them if they are corrupt or the people would vote on every decision which obviously isn't practical so the first one should be used.
So far in EMC not many have tried and very little have fully succeeded, most if there are any power in the people (many are Monarchies or Dictatorships) or closer to a republic.
