The Holy Mediterranean Empire was a nation proposed by the Pope several weeks prior to the moving from the Vatican to Paris by the Pope. It proposed an empire along the boundaries of Rome, but not led by a consul or an emperor, but by the Pope himself. A referendum in Carthage voted to not join, and the HME was never realized.
