The election of the Holy Roman Emperor and the laws surrounding this were established in the Second Imperial Diet (which proceeded the now Perpetual Diet) and the Perpetual Diet itself.
Electoral power is determined on the basis of land area, this replaced the old system of 1 nation 1 vote. The allocations are as follows.
-Rank 1, 50 plots to 200 which is 1 vote.
-Rank 2, 201-400 which is 2 votes.
-Rank 3. 401-940 which gives 3 votes.
-Bonus vote for nation leaders.
