Residents of Ronne Free Territory, thanks to your sincere cooperation, Ronne has made substantial progress in the Antarctic wilderness, which is like as beautiful as snow lotus on the snow covered plateau.

However, the operation of this period also exposed a series of shortcomings or childishness of Ronne as a political entity.

Now, in response to various problems, we will make the following reforms:

1. From now on, the "People's Committee" will be dissolved and the "Efficiency Committee" will be established instead. All residents can discuss political matters and development matters about Ronne here, but it is not necessary to hold a vote or to be present. Compared with the original "People's Committee", the "Efficiency Committee" is more like a place for discussion, consultation and help seeking. The "Efficiency Committee" has no fixed meeting, and can speak at any time. Once a conclusion is accepted by all the people present, it can be implemented immediately without having to vote and wait for the result.
2. The concept of "private plot" is added to the land planning to better protect the property tranquility of Lonnie. All towns are still open all permission to all Ronne residents. However, urban residents are allowed to apply for "private plot", and the permission for building and block use in the plot are closed.
   The application matters shall be communicated to those with urban planning authority (usually town "Leader") in the "Efficiency Committee" or game.
3. From now on, Ronne Free Territory temporarily shelves some of its anarchist ideas and puts technocrats in charge. Anyone with various skills can apply to become a technocrat. With the consent of most residents in the town, they can become and obtain the corresponding authority.
4. The flag of Ronne is modified as shown in the figure below. The old flag should be gradually replaced by a new one.

龙尼自由地区的居民们，在各位的精诚合作下，龙尼在南极的荒原上有了足实的发展，犹如在雪域高原上的雪莲花一般美丽。

但是这段时间的运作也暴露出了一系列龙尼作为一个政治实体的不足或者说幼稚性。

现在，针对各方面的问题，作出以下改革：

1. 即日起解散“人民委员会”，改以成立“效率会”，所有居民均可于此讨论关于龙尼的政治事宜和发展事宜，但是不必举行投票，也不必全员在场。比起原先的“人民委员会”，“效率会”更类似一个讨论、商量、求助的地方，“效率会”没有固定会议，随时都可以发言，得到一个在场人员都比较认可的结论即可立刻执行，不必发动投票或等待结果。
2. 土地规划加入私人地盘概念以更好点保护龙尼的财产安宁。所有城镇依旧开放整个城镇的所有权限给全部的龙尼居民。但是允许城镇居民申领私人地块，地块内关闭建筑权和方块使用权。
   申领事宜应当在“效率会”或者游戏内向具有城镇规划权限者(一般是城镇“领导人”)进行交流来获取。
3. 即日起，龙尼自由地区暂时搁置部分无政府主义的主张，由技术官僚掌权，任何有各方面技能的人都可以申请成为技术官僚，在城镇内大多数居民同意的情况下即可成为并获取对应的权限。
4. 龙尼的旗帜修改为如下图所示，原先使用旧旗帜的地方应当逐步改为新旗帜。

ロンネ自由地区の住民たちは、それぞれの厚い協力の下で、ロンネは南極の荒野で十分な発展を遂げ、ここは高原の雪蓮花のように美しくなった。

しかし、この間の事件は、ロンネの政治的実体としての一連の不備というか幼稚さを表した。

現在、各方面の問題に対して、以下の改革を行う：

1. 即日、「人民委員会」を解散し、「効率会」を設立することに変更し、すべての住民がここでロンネの政治的事項と発展について議論することができるが、投票を行う必要はなく、全員がその場にいる必要もない。元の「人民委員会」よりも、「効率会」は討論、相談、助けを求める場所に似ており、「効率会」は固定会議がなく、いつでも発言でき、その場にいる人が比較的承認した結論を得てすぐに実行でき、投票や結果を待つ必要はない。
2. 土地計画は「個人区画」(プライベート区画)の概念になり、ロンネの財産の安寧をよりよく保護する。すべての町は依然として町全体のすべての権限をすべてのロンネ住民に開放している。しかし、都市部住民が「個人区画」(プライベート区画)を申請し、区画内で建築権とブロック使用権を閉鎖することを許可した。
   申請事項は「効率会」またはゲーム内で都市計画権限を持つ者（一般に都市部の「指導」）と交流して取得しなければならない。
3. 即日、ロンネ自由地区は一部の無政府主義の主張を一時的に棚上げし、技術官僚が権力を握っている。あらゆるスキルを持つ人は技術官僚になることを申請することができ、都市部の住民の大多数が同意した場合に技術官僚になり、対応する権限を得ることができます。
4. ロンネの旗は下図のように変更され、旧旗を使用していた場所は徐々に新しい旗に変更されなければならない。
