Huihu (回鹘) is a nation located in western China, inspired by the historical Qocho Kingdom (高昌回鹘) in the Western Regions of ancient China. The capital of Huihu is Gaochang (高昌, also known as Qocho), an oasis city in the desert of Western Regions.

In reality, the Qocho Kingdom was destroyed in war in the 14th century. In EarthMC, Huihu rises from the ashes of history.

History

The Founding of Huihu

On April 23, 2024, four players, Gabrirltto (later renamed Crui96727), Noname_awa, xuanbiao, and OrangeVix, issued a declaration of independence, officially establishing Huihu and promulgating the Huihu Constitution.

The towns of QingHai (later renamed Gaochang), WenLing, and Yushu were part of Huihu at its founding. Residents at the time of its founding also included SevenGZ_ and le_xi_a.

Division

Due to the influence of Dian, Huihu fell into division after only one day. xuanbiao and SevenGZ_ joined Dian with town Yushu, stealing private property of others such as spawner and trident.

Under the continuous pressure of Dian, Noname_awa joined Dian with town WenLing a week later. By this time, Huihu had only one town left, the capital Gaochang, becoming a de facto city-state.

Reconstruction

After a period of silence, Crui96727 and OrangeVix renamed QingHai to Gaochang and began to rebuild Huihu in a difficult environment.

Since the beginning of May 2024, Huihu has begun to develop rapidly, with the national treasury increasing rapidly, the population increasing steadily, and a large number of production facilities and urban buildings being constructed.

As of June 1, 2024, Huihu has a total population of over 60 residents and has considerable material reserves. Huihu has once again united in adversity and stands tall in the sandstorm.

Politics

Aspirations for Democracy

When Huihu was founded, it aspired to establish a viable democratic system within the EarthMC. However, due to the immediate division of the state following its establishment, Huihu constitutional system was frozen before it could even be implemented.

Current Status: Absolute Monarchy

In the aftermath of its reconstruction, Huihu has become a de facto absolute monarchy. In the future, Huihu may gradually transition towards a constitutional monarchy. However, constitutional reform is not currently on the agenda for Huihu.

Economy

Wealth Growth

Powered by Crui96727's strong fundraising capabilities, Huihu have rapidly accumulated wealth since it's reconstruction, with total assets exceeding those of most EarthMC nations in less than a month.

Affluent

Today, Huihu are one of the main net consumers in EarthMC, with a large number of high-value heads, spawners, spawn eggs, and tridents, as well as a large stockpile of gold ingots and netherite ingots.

Huihu have complete basic production facilities, and can basically achieve self-sufficiency in various consumables and synthesizable items.

Foreign Relations

Diplomatic Situation

Due to Republic of Dian's complete blockade of Huihu, Huihu have been in a state of diplomatic isolation since their founding, making it difficult for them to engage in normal diplomacy.

Relations with Dian

• The dispute between Huihu and Dian began before Huihu were founded.
• Before Huihu were founded, xuanbiao and SevenGZ_ were residents of the Dian town of LoLan. When news of Huihu' impending founding spread, Dian believed that xuanbiao would take town LoLan to join Huihu and was very angry. Dian players had a heated verbal dispute with Noname_awa and xuanbiao. After mediation by players such as Lishizhen, xuanbiao explained that he would not take away LoLan and also promised to compensate Dian with several sets of netherite armor in his personal name. The dispute was temporarily suspended.
• On the day Huihu were founded, the permission list of the capital QingHai (now Gaochang) was cleared, and the trust permissions of non-Huihu residents were removed, including Dian resident Lishizhen. Lishizhen questioned why Huihu had revoked her trust permissions without communication and pointed out that she had donated 70 gold to town WenLing before Huihu were founded.
• Immediately, Dian players had a very heated verbal conflict with Noname_awa, and both sides said inappropriate things. Dian players threatened to disclose Noname_awa's real-life identity and other personal privacy information.
• Soon, Dian threatened to declare war on Huihu. There were two different opinions within Huihu: one was to apologize and make peace and add Lishizhen back to the trust list of Huihu capital; the other was to "cool down" and not respond to Dian.
• The internal disagreement among Huihu escalated into a team split the next day. Later, xuanbiao and SevenGZ_ joined Dian with town Yushu, and Noname_awa left the game for a few days, then came back online and built several buildings in QingHai.
• However, Dian's hostile actions against Huihu continued, and they repeatedly declared that they would sanction and blockade Huihu. Later, Noname_awa joined Dian with town WenLing.
• In the following month, while Huihu did not take any hostile actions against Dian, Dian frequently harassed Huihu. Dian players, including Yu_Artky and AirFi5h, killed Huihu residents on the border of Gaochang; Lishizhen and others privately chatted with new Huihu residents, persuading them to leave Huihu; Gaochang's buildings in the wild were demolished by Yu_Artky, xuanbiao and others; horses in the territory were stolen by Yu_Artky.
• A month later, Huihu began to fight back, responding to Dian's PvP provocation, and hunting and killing several Dian players in the wild.
• Due to Dian's blockade of Huihu and Dian's continued stigmatization of Huihu, it was difficult for the core members of Huihu to develop friendly relations with Chinese players. Therefore, Huihu gradually contacted and interacted with players from neighboring regions such as Southeast Asia, Central Asia, and the Middle East in the hope of achieving a diplomatic breakthrough. Therefore, Dian claimed that Huihu were "traitors".

Town Buildings

Huihu currently has only one town, Gaochang, as its capital.

Gaochang is centered around a giant artificial tree, with the town spawn located in the canopy and the nation spawn at the roots. Beneath the tree are Gaochang's warehouses and some manufacturing facilities.

Gaochang's residential areas are mainly distributed on the east and west sides of the tree. To the north of the tree, large public buildings will be constructed in the future.

Constitution

The constitution promulgated at the founding of Huihu was drafted in Chinese by OrangeVix. All provisions of the constitution are currently frozen.

回鹘是 EarthMC 服务器上的一个虚拟国家，由一群热爱游戏、崇尚自由的 Minecraft 玩家建立，与现实国家不存在任何关联。

我们回鹘人民，为在 EarthMC 建立一个和平、繁荣的游戏国度，并在游戏内建立起稳定的秩序，特为回鹘制定和确立本宪法。

第 一 条

第 一 款 立法权属于议会和全体公民。

第 二 款 总统兼任议长，第一届议会由总统及总统提名的2名议员组成。

随着国家的发展，总统可提议扩大议会规模。

议员一经担任，终身任职，不受账号更换的影响。非经弹劾或自行辞职，不得被免职。

第 三 款 全体拥有投票权的公民可举行公民投票。

凡成为公民未满3日、或所在城镇加入回鹘未满7日者，不具有投票权。

拥有投票权、而法定投票时限内未上线投票的公民，视为对当次投票弃权。

第 四 款 议员若出缺，由总统提名新的议员。新议员须为公民，其任职须经议会以简单多数同意方可生效。

第 五 款 除宪法及宪法修正案以外，其余法律均由议会制定。议会立法时遵循全体一致原则。

若议会成员无法达成一致，依多数决实行之。若表决出现平局，由总统决定之。

若仍委决不下，总统可召集公民投票，以简单多数表决。

所有法律需经总统同意发布后，方可生效。

第 六 款 公民投票有权：

表决宪法修正案。

在议会无法立法时，公投立法。

根据本宪法第四条弹劾议员或大法官。

第 二 条

第 一 款 行政权属于总统。

总统由议会以全体一致方式选举，一经担任即终身任职，非自行辞职，不得被免职。

第 二 款 总统为国家武装力量的总司令。总统决定行政体制、任免文武官员。

第 三 款 内阁为协助总统行政的执行机关，包括总理与部长。

内阁机构设置由总统决定。总统任命内阁级官员时，应征询议会意见，而总统拥有最终决定权。

内阁成员与行政官员均可由议员兼任。

第 四 款 总统应指定并公布继任顺序名单，包括议员、内阁部长在内。如果总统辞职或丧失履职能力，在议会选出新任总统之前，名单上的人员依序递补、担任代理总统。

第 五 款 总统有不受限制的赦免权。

第 六 款 总统可宣布紧急状态、暂停宪政运作，但必须明确规定紧急状态的结束日期；实施紧急状态的理由与过程须如实记录于 EMC Wiki Huihu页面。

第 三 条

第 一 款 司法权属于大法官。

第 二 款 大法官设1名，不得由总统、议员、或其他政府官员兼任。

大法官经总统提名、议会以简单多数同意任命，一经任命即终身任职，非经弹劾、或自行辞职，不得被免职。

第 三 款 大法官解释宪法，并审理国家范围内所有法律案件。

大法官释宪及判决案件时需公开发布裁决书，清晰说明所作裁决的司法推理。

第 四 款 若总统被大法官裁决违宪违法，可自我赦免，但裁决书及赦免过程须如实记录于 EarthMC Wiki Huihu页面。

第 四 条

第 一 款 总统可召集公民投票，对议员或大法官进行弹劾投票。

总统提出的弹劾案，以公民投票简单多数即得成立。

第 二 款 3名及以上具有投票权的公民联名，经总统同意后，可召集公民投票，对议员或大法官进行弹劾投票。

公民联名提出的弹劾案，需在投票权的公民半数以上参与投票、且弹劾票超过有效投票数50%时方成立。

第 三 款 弹劾案一经成立，立刻生效。受弹劾去职的议员或大法官，非经总统赦免，不得再担任元老及大法官。

第 四 款 全体公民可对总统进行象征性弹劾公投；总统职位不受公投结果影响，但弹劾指控及总统的自我辩护须如实记录于 EarthMC Wiki 回鹘页面。

第 五 条

第 一 款 城镇可由议会接纳、经总统同意后加入回鹘。

第 二 款 所有加入回鹘的城镇，必须为总统提供 Councillor 权限，为议员提供 Trusted 权限。

不同城镇之间出现争执时，总统和议员可随时介入协调。总统为城镇争议问题的最终决定者。

第 三 款 除首都以外的城镇，均有权制定城镇法律，但不得与回鹘宪法相抵触。

不同城镇的法律互相抵触时，可提请大法官裁决。

第 六 条

第 一 款 总统可提出宪法修正案，并召集公民投票表决。

总统提出的宪法修正案，以公民投票简单多数即得成立。

第 二 款 议会三分之二的议员认为必要时，可提出宪法修正案，经总统同意后，可召集公民投票表决。

议员提出的宪法修正案，须得公民投票绝对多数方可成立。

第 三 款 宪法修正案的提出及讨论过程，须如实记录于 EarthMC Wiki Huihu页面。

第 七 条

本宪法于2024年4月23日，经回鹘建国玩家一致同意后制定。我们谨此签名作证。
