The economic situation of the Great Liao Commune Alliance is sound, and its GDP has continued to grow with high quality for many consecutive months. Even through various political upheavals and wars, thanks to the system of local self-governance, the impact on local economic development has been limited.
The industrial structure of the alliance is dominated by mining, animal husbandry, and crop farming. Its vast meadow biomes are rich in emerald ore; towns generally raise their own livestock for self-sufficiency; and agriculture is in a transitional stage between large-scale machine farming and manual farming. The Great Liao Commune Alliance (Chinese: 大辽公社联盟, abbreviated as LCA), commonly known as Liao, or Great Liao, is a unitary socialist state in Asia. Its territory spans the western part of East Asia, the eastern part of Central Asia, and the southern part of North Asia, bordering Tang, the Soviet Union, Uzbekistan, Afghanistan, Narmada, and Nepal. In addition, the Great Liao Commune Alliance possesses overseas territory in the Ross Sea of the Southern Ocean, and shares maritime borders with Point Nemo and New Zealand. The alliance is administratively divided into 8 provinces, 2 autonomous territories, and 1 central directly-administered region, covering an area of approximately 68 square kilometres. Its mainland does not border the sea anywhere, and its population is approximately 230 (September 2026). Most of its territory is covered by desert and grassland: the east is a transitional zone from desert to grassland, the west is mountainous, the south is the Tibetan Plateau, and the north is covered by grassland and forest. Natural arable land is scarce, and most of the population is engaged in mining or animal husbandry. The religious composition of the alliance is diverse, with Christian, Muslim, and Buddhist communities, although irreligion is the majority. The largest ethnic group is the Han Chinese, although they do not form an absolute majority; there are also considerable numbers of Yamato people, Koreans, white Americans, Germans, Russians, Tibetans, Latvians, Mongols, Javanese, and others. In September 2026, the per capita GDP of the Great Liao Commune Alliance was approximately 367G.

The real-world inspiration for Liao in Terra Nostra comes from the Qara Khitai, a polity established in Central Asia by Yelü Dashi after the fall of the original Liao dynasty in the 12th century; in the Chinese-speaking world it is commonly called "Western Liao." Historically, it called itself "Great Liao," "Liao," or "Khitai" to signify its continuation of the Liao dynasty.

Because of the identity of its founder NullSelfice, the Liao of Terra Nostra partially inherits the legitimacy of the Ronne Free Territory of the former Terra Aurora server on EarthMC. However, the Ronne Free Territory is not a direct predecessor of the Great Liao Commune Alliance; the two entities are almost entirely unrelated in terms of personnel, political structure, and social system.

After NullSelfice raised enough gold and contacted in advance most of the towns of the Seven Rivers, Xinjiang, and Outer Mongolia, NullSelfice and the mayors of the other planned founding towns proclaimed the establishment of the Great Liao Commune Alliance at Urumqi on 14 May 2026.

History

Founding process

Early settlement period in eastern Central Asia

When Terra Nostra officially opened on 1 May 2026, Xinjiang, Outer Mongolia, and the Seven Rivers contained only a few scattered and mutually unrelated single-person outposts, numbering fewer than ten. Because the region was desert and difficult to develop, no one at that time had a plan to found a nation, and no established polity was able to control these areas; in substance, it was unoccupied land.

On 6 May 2026, NullSelfice, the founder and "leader" of the Ronne Free Territory (Ronne) of Terra Aurora, returned to EarthMC and joined Terra Nostra, spawning in eastern Ukraine. With the help of MindedPercy, mayor of the town Kuching of Lanfang and also mayor of Gensokyo, a town of the Ronne Free Territory on Terra Aurora, NullSelfice temporarily joined Kuching and teleported there, then immediately left. Carrying supplies provided by MindedPercy, he departed Kuching at 20:49 that day and travelled towards the then-uninhabited Xinjiang. After a journey of exactly one full hour, he arrived at the location of present-day Urumqi at 21:49. After about an hour of mining, he founded the present capital, Urumqi, at 22:51 and began contacting towns in Xinjiang, Outer Mongolia, the Seven Rivers, and Tibet.

After repeated contacts by NullSelfice, 227__, mayor of Gobi, and hamiyakyu, mayor of Ili (renamed Saray after the founding), both expressed support for founding a nation and helped contact other towns around them.

Contact with Tibet, however, encountered problems. At the time, XxKEKExX, mayor of Lhasa, was unwilling to deal with NullSelfice, and Lhasa had temporarily joined Narmada, a state on the Indian subcontinent. XxKEKExX publicly stated that if any of the then-existing "Four Central Plains Nations" (China, the People's Republic of China (PRC), the Republic of Ming, and the Han Empire) extended an invitation to Lhasa, he would immediately join. However, the "Four Central Plains Nations" showed little interest in Tibet, and XxKEKExX was perhaps aware of this; as his real aim may have been independence, no plan was ever advanced.

During the preparatory period, NullSelfice not only mined gold but also discussed future political institutions with several mayors, especially Ili's mayor hamiyakyu, ultimately establishing the principle of "local self-governance."

NullSelfice also agreed with all those planning to participate in the founding on a set of provisional constitutional rules known as the "Three Covenants," whose content was roughly as follows:

  • To avoid involvement in the Central Plains disputes, unauthorized contact with people in eastern China is prohibited, including conversation, meeting, killing, and trading.
  • Use civil language.
  • Do not arbitrarily represent the "Great Liao Commune Alliance" abroad.

Founding period and socialist construction (14 May 2026 – 14 June 2026)

Initial construction

On 14 May 2026, six founding towns, including Urumqi,[6] proclaimed the formal establishment of the Great Liao Commune Alliance at Urumqi.

In the early period, the First Leader NullSelfice proposed the policy of "the centre serves the localities, and the localities obey the centre" for national development, vigorously promoted capital infrastructure projects, and opened each project to the entire population immediately after its completion.

Under the influence of this policy, several facilities were completed in the capital, Urumqi:

  • 18 May 2026: the alliance's first experience farm.
  • 20 May 2026: the alliance's first iron farm and first villager breeding facility.
  • 31 May 2026: the national public warehouse.
  • 14 June 2026: the alliance's first bamboo farm.

These public facilities effectively solved the early-development problems of new players.

Political turmoil and the defeat of the confederal faction

On 28 May 2026, influenced by the Revolt of realmiryue1, hamiyakyu removed NullSelfice from Saray's local QQ group.

"Local self-governance" was one of the core points NullSelfice promised to everyone involved in the founding plan, along with "no internal strife and no complicated politics."

As the alliance began to function, the divergence between the First Leader NullSelfice and hamiyakyu, the mayor of Saray who was then in an almost second-in-command position, became increasingly evident.

Specifically, hamiyakyu believed that the capital-construction plan promoted by NullSelfice was intended to restrict localities from building their own local facilities (even though NullSelfice never said so explicitly), and some of NullSelfice's policy statements were regarded by hamiyakyu as interference in local internal affairs (especially those of Saray).

Because the personnel of Saray, the town led by hamiyakyu, consisted mainly of his former subordinates from SimMC, they all acted as members of his faction to uphold his ideas. Based on hamiyakyu's ideas, the "Saray faction" was also called the "confederal faction."

From NullSelfice's perspective, hamiyakyu repeatedly expressed doubts about "the localities obey the centre" and on multiple occasions independently conducted foreign contacts in Saray's local capacity rather than through unified national diplomacy. The two men's interpretations of "local self-governance" diverged ever more sharply.

hamiyakyu held that all towns of the alliance were based on free association and should follow "nomadic traditions" (hamiyakyu and most of his faction were Kazakhs and other nomadic peoples); the nation merely provided a bonus ceiling and a communication platform for these free towns. NullSelfice, by contrast, held that the alliance was a unified whole: towns were indeed free before joining, but once they joined they should conduct external activities uniformly under the identity of the "Great Liao Commune Alliance"; otherwise the nation's existence would be meaningless. However, internal affairs within towns remained completely free and should not be interfered with by the state.

As the contradiction intensified, hamiyakyu gradually lost NullSelfice's trust, and NullSelfice began to move towards making 227__, the mayor of Gobi, the second-in-command. 227__ built almost the entire national ice-road system and was almost entirely apolitical, which also began the alliance's tradition of favouring technocrats over political bureaucrats.

These contradictions accumulated from the very founding of the nation until the outbreak of the Revolt of realmiryue1 in late May and the subsequent June Sectarian Incident, which became the sign of the complete rupture between the two men.

On 22 May 2026, noobRyan, a former SimMC player and hunter by profession, joined EarthMC through an introduction by Saray's mayor hamiyakyu and established the town GOK. According to hamiyakyu, he had informed noobRyan of the "Three Covenants" (the predecessor of the draft Liao constitution, which included clauses prohibiting unauthorized contact with eastern Chinese players and killing them). Initially, noobRyan complied with these rules.

On 25 May 2026, FkklekPlus, mayor of Guiyang, which then belonged to China, recommended the player realmiryue1 to the Saray-faction group led by hamiyakyu. realmiryue1 was notorious for foul language, repeated troublemaking, and the use of hacked clients, and had been collectively banished by the "Four Central Plains Nations"; the alliance, however, was unaware of this at the time. Since FkklekPlus described him as a "powerful PVPer," realmiryue1 was admitted to GOK.

After joining GOK, realmiryue1 ignited noobRyan's desire for hunting. The two, unbeknownst to everyone, went to the eastern China region to hunt other players, affecting several PRC towns and the hunter town Xiamen (Amoy). They subsequently fell into a trap set at Amoy.

The First Leader NullSelfice did not have a complete grasp of the situation at the time and mistakenly believed that the two were victims ambushed by Amoy, rather than perpetrators who had actively sought contact with eastern Chinese players.

On 26 May 2026, NullSelfice learned that several innocent PRC players had been attacked by the two, and considered that this damaged the reputation of the alliance. He subsequently compensated the victims and admonished noobRyan and realmiryue1.

noobRyan and realmiryue1 refused to accept the admonishment and considered NullSelfice's act of apology "shameful." Thereafter, GOK seceded from Liao. Subsequently, noobRyan exploited NullSelfice's trust, killed him in the wilderness, and took his equipment. NullSelfice permanently banned noobRyan from EarthMC on the grounds that noobRyan was using a hacked client.

This incident directly triggered the June Sectarian Incident. In addition, over the following month or so, noobRyan repeatedly created alternate accounts (such as wjd3679) in attempts to revive himself on EarthMC. The remnants of noobRyan's faction and their newly recruited helpers continued to be active on EarthMC, targeting citizens of Liao. According to reports, the active individuals included jiangjiangQvQ (claiming to be noobRyan's girlfriend), realmiryue1 (principal accomplice), wjd3679 (noobRyan's alternate account), FongZmer, ALDO22, and LiquidManifestng, all allegedly former subordinates of noobRyan from SimMC. The harassment gradually ceased around late June.

June Sectarian Incident

After the outbreak of the realmiryue1 affair, because hamiyakyu was a long-time friend of noobRyan, although he did not approve of noobRyan's actions and acknowledged that the "Three Covenants" had been violated, the complicated personal relationships made him eager to extricate himself from such incidents. He therefore chose to semi-withdraw from EarthMC, cut off contact with NullSelfice, and removed NullSelfice from Saray's local QQ group on 28 May 2026.

NullSelfice subsequently made many attempts to restore contact with hamiyakyu. According to NullSelfice, in private chats he answered each of hamiyakyu's policy questions one by one, and hamiyakyu merely replied "okay."

On 7 June 2026, hamiyakyu deleted and blocked NullSelfice on QQ. Thereafter, NullSelfice lost contact with the entire town of Saray for a long period.

At some point after breaking up with hamiyakyu, yelin233 placed a courtship sign and heart-shaped torch array near Saray in an attempt to reconcile. However, hamiyakyu had already left EarthMC after the June Sectarian Incident.

During this period, hamiyakyu and his transgender woman (MTF) partner and Saray construction assistant yelin233 had a falling-out over yelin233's mental-health issues. This matter was independent of in-game events, but indirectly led to hamiyakyu's complete withdrawal from EarthMC and the collapse of the Saray faction.

According to NullSelfice's report, hamiyakyu privately expressed dissatisfaction with NullSelfice to Guiyang's mayor FkklekPlus, saying that NullSelfice's "ultimate goal is to become a tyrant over everyone," that he would not call him king, and that he no longer wished to see any information about NullSelfice.

On 9 June 2026, hamiyakyu finally stated that he would kick yelin233 from the town when he came online that night, and announced that Saray would withdraw from the alliance. However, because the other towns of the alliance and their people did not support the confederal faction's ideas, and Saray's own residents had already left EarthMC, the confederal faction had in fact ceased to exist on EarthMC. Saray therefore did not become an independent state; instead it dissolved naturally.

Tibet joins Liao

On 29 May 2026, Lhasa and Shambhala, then the only two towns in Tibet outside the Himalayan region, became part of the alliance under the "May Agreement" drafted by XxKEKExX, the then mayor of Lhasa. The agreement was signed jointly by XxKEKExX, mayor of Lhasa; Sakikochandesuwa, mayor of Shambhala; and NullSelfice, First Leader of the alliance.

In addition to providing that Lhasa and Shambhala would become part of the alliance, the agreement required the alliance to provide each of the two cities weekly with a quantity of gold ingots equal to "half of the number of the city's chunks" as development funds. The agreement was valid for 150 days.

Constitution and democracy issues

As early as 26 May 2026, NullSelfice submitted the "Constitution of the Great Liao Commune Alliance (draft)" to the Political Committee, but due to the tense situation and political turmoil, a final vote was long delayed.

After the Revolt of realmiryue1 and the June Sectarian Incident, the confederal faction essentially ceased to exist and the centre of the alliance finally achieved unity. In order to maintain national stability and reassure the people of the remaining towns, NullSelfice revived the constitutional vote.

The draft constitution established the principles of "consensus democracy," "consultative democracy," and a "committee system with universal participation," and did not establish a central government. The plan was accepted by a majority of the proposal's discussants. However, Bosniaman1, then mayor of Buuntsagaan, considered that the political system should be "more democratic," or closer to Western-style voting democracy, and on 3 June 2026 initiated an inquiry on constitution-making in the Political Committee.

Bosniaman1's inquiry was roughly as follows:

  • He considered that the existing deliberative democracy had flaws: it relied on non-marginalized, biased opinions and would in the long run create "marginalized groups."
  • He clarified that he was not seeking a representative democracy or a parliament, but wanted:
    1. a citizen deliberation venue where a neutral moderator organizes and sequences bill discussions;
    2. specialised ministries that would terminate once their tasks were complete;
    3. a more active and democratic process for integrating local people into government roles.
    4. Concrete examples: a non-voting neutral bill reader (rotating for each bill); simplifying bureaucracy into easy-to-process ministry categories; and opening a separate debate channel on Discord, separate from topic-talk's bill-posting function.
  • He stressed that "the fact that anyone can join the Political Committee does not mean that everyone's voice will be heard."

NullSelfice responded point by point within the inquiry:

  • He invoked Occam's razor: in a country of fewer than 100 people, had a "marginalized group" already emerged? Did they really need a dedicated "parliament"? Were the committees insufficient?
  • He considered that the alliance had already realized direct participation by all citizens, and that the Political Committee was open to everyone.
  • He then proposed a compromise: establishing a State Council outside the Political Committee:
    1. members would be selected through self-nomination and voting within the Political Committee;
    2. no political discussion would take place within the State Council itself;
    3. its duties would be to mandatorily participate in discussion of every proposal, advance the process, summon interested parties who had not participated, and ensure effective implementation;
    4. its power would be equal to that of ordinary citizens; it would not lead or advise, but merely act as "mandatory discussant/facilitator/implementer," constituting an administrative body;
    5. members currently serve for life unless impeached or voluntarily resigning; term limits could be introduced once the state grew larger.
  • Regarding a separate debate channel, NullSelfice opposed it on grounds of transparency, complexity, and the communication constraints of QQ and in-game chat; quite a few members could use only QQ, and Lhasa, because its mayor had once been doxxed, used only in-game chat and could not sustain complex discussion. Bosniaman1 dropped this demand after learning of this.
  • Finally, NullSelfice proposed a supporting "State Council Office" system: similar to "departments," but each office would handle a single designated matter. The first offices planned were: Director of the Tibet Affairs Office, Director of the Urban Sovereignty Affairs Office, and Director of the Chinese Affairs Office (responsible for coordinating between QQ groups and the Political Committee).
The ending of Bosniaman1's reform inquiry proposal

At the end of the proposal, Bosniaman1 expressed agreement with the plan and considered that the "State Council Office" was exactly what he had meant by "ministries."

However, one week after the proposal ended, at the close of the June Sectarian Incident, on 10 June 2026, Bosniaman1 claimed that residents of his town Buuntsagaan had seen the state official 227__ inspect a barrel in Buuntsagaan without permission, and used this as an opportunity to withdraw Buuntsagaan from the alliance, after which it joined "Mongolia," which accepted anyone. NullSelfice insisted on procedural verification during the communication: since EarthMC's permission mechanism theoretically does not allow players without permission to open town containers, NullSelfice asked Bosniaman1 to provide an F2 screenshot to identify the specific location of the barrel in question, and stated that if it was indeed a permission bug, it should be reported to the server owner Fix or verified retroactively by the moderation team; otherwise the accusation could only be regarded as a false accusation. Bosniaman1, however, refused to handle the matter through EarthMC's official ticket system.

The incident ended that same day with Bosniaman1 and his town Buuntsagaan unilaterally withdrawing from Liao. The accusation against 227__ was never supported by evidence, and was more likely used as an excuse to leave the nation after his reform inquiry had been rejected.

The "Constitution of the Great Liao Commune Alliance" was finally adopted on 13 June 2026. The constitution established a centralized socialist unitary state system with the First Leader at its core, Political Committee consensus democracy as the deliberative mechanism, and urban grassroots self-governance as the local foundation. The constitution was published in English, Chinese, Japanese, and Korean versions.


Diplomacy

During this period, the alliance's foreign affairs were based on the principles of regionalism, independence, and neutrality. On 27 May 2026, it reached a border and friendship agreement with the Soviet Union, establishing the border line within Kazakhstan. Apart from this, the alliance did not actively conduct diplomacy, and its exchanges were limited to neighbouring states.

Cultural Great War period (15 June 2026 – 5 August 2026)

Local development

During this period, because the political turmoil had just ended, the centre encouraged all towns to develop on their own; in addition, the subsequent wars drained some of the centre's administrative capacity. Most of the alliance's existing large and old towns grew into big towns during this period. Many cities exceeded 100 chunks in area during this time. The town Potion, under the leadership of its mayor RevDestiny, became the largest international trading town in the alliance and even in all of Inner Asia.

Because the First Leader NullSelfice made several misjudgements regarding wars during this period, apart from the war against Japan, the alliance later established the political traditions of collective leadership and a limited form of democratic centralism.

In addition, because NullSelfice's energy during this period was mostly devoted to war, more internal affairs were in fact executed by the mayors of several active large cities, which laid the foundation for the later collective leadership and the establishment of the Central Committee.

Declaration of war on Japan

As early as 8 June 2026, the Great Japanese Shogunate (Japan) launched an aggressive war against the countries of the China region in the name of self-defence. Since the alliance was still at the tail end of its internal political turmoil, was relatively safe in the far west, and was itself a multinational state rather than a purely "Chinese" state, it made no response at that time.

However, a recording obtained by the alliance from an agent inside the Great Japanese Shogunate's Discord changed its stance towards the war. In the video, 173BIGMAC, the supreme leader and Protector of the Great Japanese Shogunate, declared in a call that all non-Japan-friendly regimes in the Chinese region would be regarded as illegal guerrilla regimes, that he sought revenge for Japan's real-world defeat in the Second World War, and spoke of "not only Taiwan but all of Japan." This aroused revulsion within the alliance.

On 15 June 2026, after full communication in the Political Committee, the alliance declared war on the Great Japanese Shogunate and its puppet regimes for the purpose of "preventing the resurgence of fascism." It is noteworthy that the alliance did not join the United Front of Chinese Nations (UFCN) led by the PRC, and was also the only state that declared war on China (China) (because of its pro-Japanese puppet status, the alliance regarded it as a puppet state of Japan).

However, because the distance between the alliance and the Great Japanese Shogunate was truly vast, the direct conflict between the two sides occurred mainly in public opinion, intelligence, and diplomacy, with almost no direct clashes or territorial exchanges.


Temporary declaration of war on Germany

On 4 July 2026, because Germany had suddenly set the PRC as an enemy nation in-game (and quickly cancelled it), the First Leader NullSelfice misjudged this as Germany coordinating with the Great Japanese Shogunate. The alliance therefore immediately declared war on Germany.

On 6 July 2026, after it became clear that this was a misunderstanding, and because the struggle between the pro-Japanese faction and the parliamentary faction within China had become public, the alliance took the opportunity to cancel its declarations of war on Germany and China.

Declaration of war on Australia and the White Peace

On 5 July 2026, because the Commonwealth of Australia had reached a military alliance treaty with the Great Japanese Shogunate that day, the First Leader NullSelfice misjudged that Australia would participate in the East Asian war and immediately declared war on Australia, inappropriately accusing it of being an "accomplice of fascism" and "Nazis."

Because the accusation was difficult to substantiate, and Australia had originally had no intention of participating in the East Asian war, the alliance found itself at a disadvantage and on the defensive in international public opinion during this period, which in turn affected its public-opinion offensive against Japan.

On 5 August 2026, the war with Australia ended with the conclusion of a White Peace.

Thereafter, the First Leader NullSelfice began to design institutions related to collective leadership, limited his wartime perspective to the Great Japanese Shogunate, and shifted the administrative focus from war to development and domestic politics.

The establishment of the Lhasa faction (totalitarian faction)

While the alliance was at war with Japan, XxKEKExX, then mayor of Lhasa, established his own faction in Lhasa and began deliberately cutting contact with the centre.

As early as before the founding of the alliance, when NullSelfice contacted him, XxKEKExX had asked whether the future state would be a "totalitarian and dictatorial state," stating that he could only accept an absolutely dictatorial and totalitarian system. Since only the principle of "local self-governance" had been provisionally established at that time, NullSelfice gave no answer.

After Lhasa became part of the alliance on 30 May 2026 through the "May Agreement" drafted by XxKEKExX, XxKEKExX consistently refused to establish contact with anyone outside Lhasa in the alliance, refused to join the alliance's social platform groups, and, together with the Lhasa faction composed of several of his old acquaintances and real-life friends, controlled the information that Lhasa residents received about the alliance, preventing new residents from learning of the existence of the alliance's public facilities. XxKEKExX also imposed absolute private ownership within Lhasa: apart from a 4-chunk public farm serving as a food supply bottom line, all land, assets, and facilities in Lhasa had to be purchased and then used exclusively, whether by Lhasa residents or non-residents.

On 13 June 2026, because Lhasa had long been out of contact with the centre and there had originally been a plan for a "Tibet province pilot project," NullSelfice took the initiative to find XxKEKExX and held a three-hour-long conversation in Lhasa in-game.

Afterwards, the differences and contradictions between the two became apparent. In the conversation XxKEKExX opposed matters related to the establishment of a province and stated that the "May Agreement" he had drafted only provided that "Lhasa would join Liao" for 150 days, and did not provide that "Lhasa would obey Liao" (although in fact the original text of the "May Agreement," drafted by XxKEKExX himself, read "Lhasa and Shambhala shall become part of Great Liao"). In addition, XxKEKExX said that the alliance was not totalitarian enough, and that he pursued "absolute dictatorship" — for example, if Tibet were truly to be made a province, it should be done by merging all Tibetan towns into Lhasa, because only in that way could he absolutely control the "Tibet province."

Because the personnel of Lhasa, the town led by XxKEKExX, consisted mainly of his old acquaintances from Terra Aurora and his real-life friends, they all acted as members of his faction to uphold his ideas. Based on XxKEKExX's ideas, the "Lhasa faction" was also called the "totalitarian faction."

In addition to Lhasa, a small number of people in the town Shambhala also expressed approval of or support for the "totalitarian faction" based on separatist ideas.

NullSelfice reaffirmed the principle of the indivisibility of sovereignty and jurisdiction, and reviewed the original text of the "May Agreement" that "Lhasa and Shambhala shall become part of Great Liao." He hoped that XxKEKExX would think it over carefully and make a reasonable compromise before the agreement expired.

Because it was still the Cultural Great War period, and the 150-day term of the "May Agreement" was still far from expiring, the totalitarian faction did not become the primary topic of central political affairs. After this, Lhasa continued to maintain a state of isolation from the centre.

Diplomacy

During the Cultural Great War, the alliance's foreign activities almost ground to a halt, recovering only near the end of the period.

On 25 July 2026, the alliance signed a non-aggression treaty with the Great Southern Alliance (Great_Southern), announced by 227__.

On 31 July 2026, the Korean War broke out. In order to prevent the war from being exploited by the Great Japanese Shogunate, the alliance declared that it did not recognize the legitimacy of "North Korea" (North_Korea, later renamed DPRK), fully supported the Republic of Korea (Korea), and stated that if the Republic of Korea needed and requested it, the alliance would provide all possible assistance.

On 2 August 2026, the alliance reached a border treaty and friendship agreement with Narmada and its dependent states.

On 3 August 2026, the alliance reached a non-aggression treaty with Hokkaido.

Central Committee period (from 6 August 2026)

Post-war

Even though the alliance remained formally at war with Japan, war-related affairs had become inactive, and the Great Japanese Shogunate, owing to distance and lack of interest, had no current war plans against the alliance; indeed, its 20 August announcement of a counteroffensive against China did not even list the alliance among its enemies. The alliance therefore effectively entered a "post-war" state, focusing on domestic political reform and development.

During this period, the town Loulan gradually developed into the largest and most populous town in the country, and drove the establishment of many satellite towns around it.

The alliance also expanded into the Novosibirsk direction at the request of the mayors of various stateless towns in Novosibirsk.

Elections and the establishment of the Central Committee

The "Constitution of the Great Liao Commune Alliance" had long ago established the "State Council" system; however, because of the departure of the system's proposer Bosniaman1 and the subsequent Cultural Great War, the relevant provisions remained dormant and were in fact abolished.

Because of the several misjudgements committed by the First Leader NullSelfice during the Cultural Great War, collective leadership and democratic centralism were again placed on the agenda in the post-war state. NullSelfice and the Political Committee initially designed a collectively led Central Committee as the alliance's de jure central government and the body directly responsible for daily administrative affairs.

On 7 August 2026, the first Central Committee election was held with public opinion from the Discord constituency and the QQ constituency in the Political Committee and QQ groups respectively. Candidates came from self-nomination and nomination by the First Leader.

The voting system of the alliance's Central Committee is quite distinctive and has been summarized as the "consensus-threshold approval voting system."

On 10 August 2026, voting for the three-day first Central Committee election ended, and the results were as follows:

On 27 August 2026, because Loulan had become the largest city in the alliance and had played an important role in resolving the Lhasa crisis, the First Leader NullSelfice initiated a by-election for the first Central Committee, nominating Loulan's mayor Shrimpshin_TM as a member.

On 1 September 2026, voting for the three-day by-election for the first Central Committee was completed and counted, and Shrimpshin_TM was duly elected.

Later on 1 September 2026, NullSelfice proposed the First Constitutional Amendment in the Political Committee, planning to revise the constitutional provisions on the "State Council" into the actually functioning Central Committee system.

On 7 September 2026, the First Constitutional Amendment was passed by consensus.

Lhasa crisis and the defeat of the totalitarian faction

On the evening of 10 August 2026, shortly after the results of the first Central Committee election had been produced, NullSelfice learned, from intelligence provided by MindedPercy, then king of the Kingdom of Brunei, and confirmed by some informants, that at the latest by 27 July 2026, XxKEKExX, then mayor of Lhasa and long out of contact with the centre, had contacted an old acquaintance from Terra Aurora on the QQ of Tang (Tang) (his QQ number was kept secret from people of Liao, but was held by some people of Tang), and had planned with him that when the 150-day term of the "May Agreement" expired, the acquaintance would immediately help Lhasa join Tang in order to secede from the alliance.

XxKEKExX's stated reasons for Lhasa's secession from Liao and joining Tang included, but were not limited to: the alliance was inactive and had no "living people" (yet less than 24 hours before he contacted Tang, the alliance had just held an election; moreover, the national Discord and QQ groups were not without conversation — he had simply chosen not to join and had forbidden his faction members to join); disagreement with the mayors of other Tibetan cities (no one supported his absolute dictatorship, totalitarian ideas, or absolute private ownership); and the claim that after the 150-day term, either party could unilaterally withdraw, and that the agreement only provided that Lhasa would join Liao during the term (whereas the original text of the "May Agreement" clearly read "Lhasa and Shambhala shall become part of Great Liao").

Before this, the centre had provided Lhasa with weekly funding in accordance with the "May Agreement," reaching a peak of 162G per week, equivalent to more than two-thirds of the alliance's per capita GDP at the time. Moreover, the First Leader NullSelfice, considering Lhasa's importance to the southern frontier, had directly granted XxKEKExX the permission of "national administrator" ("chancellor" in the Towny system). In addition, NullSelfice had, in his personal capacity, given XxKEKExX some enchanted equipment, taught him some advanced-version gameplay techniques, and personally improved some of the redstone machines inside Lhasa.

NullSelfice immediately declared a state of emergency in Lhasa in his capacity as First Leader, revoked all of XxKEKExX's permissions, and arranged personnel for deployment, planning that if Lhasa truly withdrew from Liao and joined Tang with Tang's assistance, the alliance would immediately militarily encircle Lhasa and enter a state of war with Tang. He made clear that the alliance had been "extremely magnanimous" towards Lhasa. He continuously carried out persuasion work aimed at Lhasa's residents, directing them to join other towns of the alliance or to go out and found new towns; the centre supported all former Lhasa residents in establishing independent towns of their own.[7] He provided a list of members of the "XxKEKExX group" (totalitarian faction): XxKEKExX, Siudea, ChiKeWuShen, MangelboElis, FluxRaze, and chenpitang18. The former mayor of Shambhala, Sakikochandesuwa, was urgently recalled to Shambhala to conduct dialogue and persuasion with pro-totalitarian elements inside Shambhala.

At the same time, NullSelfice immediately launched diplomatic operations. On one hand, he contacted the PRC, requesting that the Chinese United Front remain neutral in a possible Liao–Tang war. On the other hand, he contacted the Tang centre, demanding that it make a clear commitment not to assist Lhasa's separatism. However, during diplomatic contacts with the Tang centre, SPriNg, then temporary king of Tang, refused to deal with the matter on the grounds that "Tang is currently conducting an anarchist experiment" and said it was "unrelated to the Tang centre." Later, however, after subordinates of XxKEKExX's old acquaintance within Tang acted independently and established the town Tangula in the Chamdo region to invade Tibet, and after NullSelfice made clear that he would deal with the matter by war, SPriNg convened the relevant parties, including Shrimp_PiPi, then mayor of the Tang town Chengdu, and meng_yuyun, then mayor of the Tang town Baoji. Some people from the PRC also participated in the mediation.

Central Committee member minori2846, in his capacity as a Tibetan citizen, launched a struggle session against XxKEKExX and his faction and proclaimed the defeat of the totalitarian gang; however, because he used some regionalist and exclusive ethnic slogans, his actions were not affirmed by the First Leader NullSelfice. After NullSelfice spoke with minori2846, his membership was temporarily suspended for one week, during which minori2846 acknowledged and corrected his mistake.

On 11 August 2026, NullSelfice and XxKEKExX reached a negotiation result in-game: the alliance would pay XxKEKExX 15,000G on 30 August 2026 to purchase Lhasa consisting of land only (if buildings were included, the amount would have to be over 22,000G). XxKEKExX expressly stated that before payment he would demolish all buildings in Lhasa, leaving only land, and would leave Tibet forever after the transaction. These negotiation contents were witnessed and approved by Shrimp_PiPi and TimeSpace_ZONE, chairman of the PRC. The "May Agreement" was frozen and in fact abolished.

However, XxKEKExX did not begin demolishing Lhasa's buildings until 23 August 2026, and the demolition work made heavy use of TNT and deliberately did not remove every block, leaving large amounts of ruins. Some buildings were even drenched with lava and water to create large cobblestone and obsidian pillars rather than being demolished (his explanation was that it only needed to reach "a state where it could not be used"). On 28 August 2026, on the eve of the transaction, NullSelfice, entrusted by the Political Committee, expressed a serious protest to XxKEKExX, making clear that the alliance was buying a Lhasa of land only, not a Lhasa full of garbage. After several rounds of subsequent negotiation, XxKEKExX agreed to lower the price to 12,000G and requested that the transaction be completed as soon as possible.

On the evening of 30 August 2026, the alliance commissioned LUCK_FOOD, a citizen of Loulan, to purchase Lhasa, already a field of ruins, for 12,000G. Lhasa thus came completely under the control of the alliance. At the same time, on the instructions of the centre, LUCK_FOOD purged some Lhasa residents to avoid remnants of the totalitarian faction.

On the afternoon of 31 August 2026, minori2846, former mayor of Nagqu and Central Committee member, took over Lhasa and formally became its mayor.

Moon landing

The alliance's first moon landing; the astronaut in the picture is VolitantChinese, who built the nation's first lunar base and planted the flag.

Late on 30 August 2026, EarthMC released its moon update. The alliance immediately mobilized all available personnel to join the moon-landing race, aiming to become the first East Asian state to independently land on the moon before the major East Asian countries.

The moon project was led by the First Leader NullSelfice; Loulan councillor STARDUCK_ZXY served as chief engineer and studied the relevant technical documents for moon landing; Potion's mayor RevDestiny manufactured fuel and oxygen bottles; and the other citizens then online were responsible for logistics related to material collection.

In the end, the alliance's first rocket was completed at 2:11 AM on 31 August 2026. VolitantChinese, mayor of the town EMC, served as astronaut; the rocket launched at 2:15 AM and successfully landed on the moon at 2:26 AM, after which the flag was planted and a lunar base was established. The alliance claimed that this was the first national action in East Asia to "independently complete a moon landing and establish a lunar base," earlier than the Great Japanese Shogunate (a private action that merely landed and immediately returned), the PRC, and the Republic of Ming; it also noted that the action came slightly later than a non-independent moon landing by the Empire of Japan (which cooperated with Hokkaido).


Establishment of the Rossea Autonomous Territory

On 8 September 2026, at the request of the Republic of Rossea (Ross_Sea), located in the Ross Sea region of the Southern Ocean, the Great Liao Commune Alliance and the Rossea authorities reached an integration agreement. The Rossea authorities formally became part of the alliance as the "Rossea Autonomous Territory of the Great Liao Commune Alliance" and operate as overseas territory.

Owing to the great distance between the two regions, Rossea retains its "Nation" status in the Towny system.

As a result, the Great Liao Commune Alliance is no longer a landlocked country; however, its mainland still has no coastline.

Diplomacy

During the Central Committee period, diplomacy was no longer led mainly by the First Leader but was more often initiated externally or handled by the Central Committee, apart from the coercive diplomacy against Tang during the Lhasa crisis.

On 10 August 2026, the alliance reached a non-aggression treaty with New Zealand.

On 30 August 2026, the alliance reached a non-aggression treaty with Nusantara.

Politics and government

The Great Liao Commune Alliance implements the principles of central coordination, grassroots self-governance, public construction, common defence, and multi-ethnic community; national affairs are handled uniformly by the centre, while the daily affairs of cities are administered by the cities themselves.

The alliance does not practice party competition or party leadership. Political participation takes the basic form of "all citizens directly entering the Political Committee," constituting non-partisan direct consultative politics: citizens may directly propose and question matters of law, construction, administration, diplomacy, and so on, without going through a party or representative intermediary. Liao's political mobilization is therefore not "party leading politics," but "First Leader coordination and direct deliberation by citizens."

In political practice, the politics of the alliance generally follows these political principles:

  • Consensus democracy: the Political Committee bases decisions on non-voting discussion, consultation, and basic consensus, and does not use formal voting as its primary method.
  • Concentration of supreme authority: the First Leader possesses supreme power over national affairs and final decision-making authority; national unity, unified diplomacy, and the supreme authority of the centre are inviolable fundamental principles.
  • Unified diplomacy: diplomatic authority belongs exclusively to the centre; no city, official, or citizen may represent the state without authorization.
  • Speech discipline and restraint in the use of force: civil speech is emphasized, reckless PVP is restrained, and internal dissent is first reported privately.
  • Local self-governance and non-interference by the centre: the centre does not interfere in the daily affairs of cities, nor may it arbitrarily command or oppress localities.

Even without written provisions, the alliance has formed some political traditional conventions, such as a preference for governing through technocrats, reducing the political character of political bureaucrats, and assigning central tasks or positions first to mayors.

First Leader

The First Leader (also called the Supreme Leader) is the highest national leader stipulated by the constitution of the alliance. According to the constitution, there is only one supreme leader in the country; the First Leader represents the state and oversees national affairs, and orders and requirements issued on national matters have supreme effect throughout the country.

As to the source of power, the authority of the First Leader comes from the constitution's confirmation of "national unity" and "the supreme authority of the centre," rather than from authorization by a particular party or popular organ. His powers cover diplomacy, war, nationwide projects, public security, national security, and other national affairs, and he has the right to confirm or suspend consensus formed in the Political Committee. For matters requiring adjudication, such as legal judgments, disciplinary actions, official accountability, dispute adjudication, diplomatic designations, and the boundaries of military action, the final decision-making power belongs to the First Leader or his designees. The First Leader is therefore both the symbol of national unity and the holder of final decision-making power in the system.

The founding and current First Leader of the alliance is NullSelfice, the founder of the state.

Political Committee

The Political Committee is established by the constitution as the highest deliberative and policy-coordination organ of the state. The constitutional text grants it legislative power, administrative power, and partial judicial power, making it nominally a three-powers-in-one organ. The Political Committee is open to all citizens and practises non-voting consensus democracy: citizens may directly submit legal proposals, construction plans, administrative suggestions, diplomatic opinions, and inquiries; after open discussion and the formation of a basic consensus among the participants, proposals take effect upon confirmation by the First Leader. Its deliberative channels include Discord and QQ groups.

In actual operation and procedural design, the Political Committee daily exercises mainly legislative and judicial power: on one hand, it forms proposals and decisions with normative effect through consensus discussion, performing a legislative function; on the other hand, matters involving disciplinary actions, official accountability, and dispute adjudication are also discussed there and finally ruled on by the First Leader, performing a partial judicial function. As for the administrative power recorded in the constitutional text, the Political Committee does not directly execute state affairs in practice; instead, these are carried out through the Central Committee and its designated offices.

Central Committee

The Central Committee was established by the First Constitutional Amendment, replacing the State Council that had never actually been implemented, and serves as the de jure government publicly announced by the alliance. The constitution treats the public announcement of its membership as the mark of the establishment of the "Liao de jure government"; the Central Committee thus has the dual status of a nominal government and a de facto administrative organ.

The Central Committee consists of the First Leader and a number of Central Committee members, and is chaired by the First Leader. There is no upper limit on its size. The daily duties of members include inviting towns within the territory to join or maintain contact, coordinating certain nationwide affairs, participating in some diplomatic negotiations alongside the First Leader, and speaking on behalf of the state abroad when authorized by the Political Committee.

In terms of functional distribution, the Central Committee is the de facto administrative organ of the alliance: legislative and adjudicative decisions formed by the Political Committee are usually executed by the Central Committee and its designated offices; specific matters are also handled by special organs established by the Central Committee or the First Leader. The functions of the former Offices of the State Council have likewise been assumed by the designated offices of the Central Committee.

Consensus-threshold approval voting

The voting system for the Central Committee of the alliance is quite distinctive. It is neither first-past-the-post nor proportional representation, but a multi-winner approval voting system with a veto threshold that is rarely seen in the real world.

The specific rules of the Central Committee election are as follows:

  1. Nomination of candidates
    • Candidates are determined through a combination of nomination and self-nomination.
    • The candidacy threshold is low, and self-nomination is encouraged.
    • However, owing to the technocratic tradition, most candidates are mayors of large towns, and people whose main background is as political bureaucrats are generally not considered.
  2. Voting method
    • All citizens with voting eligibility participate (voting channels exist in both the Discord constituency and the QQ constituency).
    • Each voter casts one of the following votes for each candidate:
      • Approval
      • Abstention
      • Disapproval
    • The votes of the two constituencies are combined: Discord constituency votes + QQ constituency votes = total votes.
  3. Conditions for election
    • A candidate must simultaneously satisfy two conditions:
      1. Approval votes > disapproval votes × 1.5
      2. Abstention votes ≤ 50% of the total votes
    • In other words:
      1. supporters must significantly outweigh opponents (at least 1.5 times), to prevent a small number of strong opponents from being overwhelmed by a majority;

    • According to earlier institutional discussions, Central Committee members currently serve in principle for life, unless impeached or voluntarily resigning; term limits may be considered once the state grows larger.

Geography

Territory

The main territory of the Great Liao Commune Alliance is located in the Inner Asian region of central Asia, spanning the western part of East Asia, the eastern part of Central Asia, and the southern part of North Asia. In addition, the state possesses overseas territory in the Ross Sea of the Southern Ocean, outside Asia. Its total area is generally considered to be about 68 square kilometres; under the 1:300 scale of the Terra Nostra map on EarthMC, the corresponding real-world area is about 6,106,500 square kilometres.

The mainland territory of the alliance extends north to the northernmost point corresponding to the real-world Russian Federation's Kemerovo Oblast, east to the easternmost point corresponding to the real-world People's Republic of China's Ningxia Hui Autonomous Region, west to Lake Balkhash within the real-world Republic of Kazakhstan and to Kyrgyzstan, and south to Southern Tibet and Bhutan. If the Rossea Autonomous Territory is included, the southernmost point of the state extends to the Ross Sea in the Southern Ocean.

The mainland has a long border and no coastline, and borders eight countries: Tang, "Mongolia"[8], Angara, the Soviet Union, Uzbekistan, Afghanistan, Narmada, and Nepal. The Rossea Autonomous Territory lies in the Southern Ocean, sharing maritime borders with Point Nemo and New Zealand, and is situated on floating ice above the Ross Sea and on the seabed.

Rossea Autonomous Territory

The Rossea Autonomous Territory is an overseas autonomous territory of the Great Liao Commune Alliance, located in the Southern Ocean (the Ross Sea area) and geographically completely separated from the Asian mainland. It possesses a coastline that the mainland does not have.

The terrain of the alliance is high in the south and north and low in the middle, and can be divided into northern, central, and southern sections. The southern section is the Tibetan Plateau in the south of the alliance, with an average in-game Y-level above 110; the central section is dominated by deserts and basins; and the northern section consists of the grasslands and forests of Novosibirsk. Most terrain is fairly flat with gentle slopes, but scattered snow mountains are found throughout the country. The alliance's landscapes include snowy peaks, grasslands, deserts, and oases. The central and northeastern parts contain the Taklamakan Desert and the Gobi Desert, while the south is dominated by a high plateau.

Owing to its vast territory, the alliance has diverse biomes, including desert, meadow, plains, forest, taiga, old growth birch forest, swamp, river, snowy slopes, frozen peaks, and stony peaks. Underground, there are also dripstone caves, lush caves, and deep dark biomes. The entire Rossea Autonomous Territory, by contrast, consists of the deep cold ocean biome.

Water systems

The alliance contains famous rivers such as the Yangtze, the Yellow River, the Tarim River, the Irtysh, the Yarlung Tsangpo, and the Mekong; it is also the source of these rivers. Their widths are sufficient for shipping from upstream to downstream.

Important lakes within the alliance include Qinghai Lake, Bosten Lake, Lake Balkhash, and the Daxihaizi Reservoir.

The mainland of the alliance does not border the sea, but the state as a whole obtains territorial sea in the Southern Ocean through the Rossea Autonomous Territory. The sea area as a whole is a cold ocean biome; apart from floating ice naturally generated as part of the terrain, it does not freeze, and the seabed is extremely deep.

Biodiversity

The alliance is rich in biodiversity. Common animals such as pigs, cattle, sheep, chickens, horses, and wolves are widespread in the northern forests and plains; camels, donkeys, and rabbits are found in the central deserts and meadows; the southern plateau has scarce animal spawning, with only rabbits spawning naturally, although cities have introduced various economic livestock from other regions; goats and sheep appear on snowy mountains throughout the country. As for subspecies, cold, tropical, and temperate variants of various animals can all be found spawning naturally within the mainland's territory.

Military

Official military flag of the alliance; it does not, however, appear to refer to any specific military force.

No law of the alliance defines a national armed force; the laws only mention "respect for the armed traditions of each town." In practice, military organizations in the alliance's PVP operations are generally temporary, use a unified military or national flag, and automatically disband after the operation ends.

The alliance has an unnamed armed force of undisclosed size as a standing force; however, because of the lack of legal definition and regulation, this force can only be dispatched by the First Leader, and its personnel do not consist entirely of citizens of the alliance.

In known military practice, the alliance rarely engages in direct PVP conflict; all military operations or plans are mainly encirclement and land occupation, commanded and dispatched uniformly by the Political Committee and the First Leader.

In addition, the alliance also possesses the town Luck, located outside its territory, used to house foreign auxiliary garrison troops who temporarily join Liao.

Architecture

Loulan Bridge

Located in Loulan, Xinjiang Province, it is a two-storey Chinese-style arch bridge, divided into upper and lower levels, with an observation deck on the upper level, spanning the Daxihaizi Reservoir.

Shigatse Castle

Located in Shigatse, Tibet Province, it is a traditional Tibetan-style castle and the first Tibetan-style castle building in EarthMC history (including all worlds: Classic, Terra Nova, Terra Aurora, and Terra Nostra).

Gateway Castle

Located in Gateway, Novosibirsk Province, it is a Western-style castle.

"Long Live the People"

Located in Bosten, Xinjiang Province, it is a floating three-dimensional artistic calligraphy work; from the map one can see the characters "人民万岁" (Long Live the People) in a style reminiscent of Mao Zedong's calligraphy. Its inspiration may be related to the five sets of huge slogans from the Cultural Revolution made on the Gobi desert southeast of Hami in Xinjiang in the real world.

Korean. Mayor of Potion, member of the First Central Committee, alchemist. Built the first international trading town in the alliance at Potion and developed the country's early economy. He is also among the top ten in "Alchemy" level on the entire server, and is proficient in everything that can be done with a brewing stand. He has created numerous map arts, including a 2×4 map of the Liao national flag.

Chinese. Mayor of Loulan, member of the First Central Committee, architect. Developed Loulan into the country's largest, most populous, and most built-up supercity. Built numerous fine buildings. Also provided great help in resolving the Lhasa crisis.

The first person from the alliance to land on the moon; manages the country's space and lunar base affairs and researches lunar characteristics. National administrative divisions

The alliance is divided into 8 provinces, 1 autonomous territory, and 1 central directly-administered region. There is also an overseas associated state not yet clearly defined by law.

Provinces

The provinces of the alliance are: Xinjiang Province, Southern Xinjiang Province, Seven Rivers Province, Qinghai Province, Tibet Province, Jiuquan (Gansu) Province, Novosibirsk Province, and Outer Mongolia Province.

Provinces exist only as statistical concepts or geographical locators and do not have actual provincial-level administrative institutions; accordingly, there is no concept of a "provincial capital."

Autonomous territories

The alliance has two autonomous territories.

The Bhutan Autonomous Territory is used as a pilot for the operation of a first-level administrative division with actual institutional structure. In the future there may be a plan to independently establish a nation in the Towny system (while still legally belonging to the alliance).

The Republic of Rossea (Ross_Sea), located in the western part of the Southern Ocean, had in fact become an associated state of the alliance since after August 2026, with the alliance fully responsible for its foreign affairs and military, and with very close personnel exchanges between the two sides. On 8 September 2026, after the two sides signed the integration agreement, Rossea formally joined the alliance as the Rossea Autonomous Territory.

Central directly-administered region

It consists of the capital Urumqi and its surrounding satellite cities. Planning and municipal affairs are directly administered by the centre, and statistics are maintained separately.

Political parties

Because the alliance is a completely non-partisan political state, its laws do not define the form of political parties, nor do they provide whether political parties are legal or illegal.

A "Liao Communist Party (CPL)" nominally exists in the alliance, but it has no party organization and no actual operating body. It therefore serves only as a text placeholder uniformly used by political figures when they need to register a party affiliation outside the state (rather than "no party affiliation"), and as the party nominally to which the First Leader belongs.

Economy

Overview

The economic situation of the Great Liao Commune Alliance is sound, and its GDP has continued to grow with high quality for many consecutive months. Even through various political upheavals and wars, thanks to the system of local self-governance, the impact on local economic development has been limited.

The industrial structure of the alliance is dominated by mining, animal husbandry, and crop farming. Its vast meadow biomes are rich in emerald ore; towns generally raise their own livestock for self-sufficiency; and agriculture is in a transitional stage between large-scale machine farming and manual farming. More than 100 trial chambers have been discovered within its territory.

Domestic industry takes self-sufficiency as its main indicator. In addition to the public facilities of the capital Urumqi, notable examples include the gunpowder tower of the town Barskoon and the small industrial base of the town Nagqu. The town Potion has a highly developed potion-manufacturing industry, and map-art manufacturing is widespread.

In trade, under the principle of local self-governance, some towns have voluntarily built international shops within their towns to earn foreign currency. These include Potion (mainly selling potions, herbal ingredients, and map art), Kashgar (mainly selling map art), Loulan (mainly selling map art and assorted goods), and Kingdomstan (mainly selling assorted goods).

Foreign relations

Non-alignment

In the early period after its founding, the Great Liao Commune Alliance stressed "absolute neutrality" and "permanent neutrality."

In later practice, however, as relations with other states developed, the alliance inevitably formed various relationships and took its own positions, and this policy gradually became a substantive "non-alignment," especially after the declaration of war on Japan.

Based on this idea, the alliance nominally continues to uphold the banner of "neutralism," but in actual operation it conducts foreign affairs entirely according to its own positions, and does not join or participate in the creation of any regional or international organization in any field, even if that organization's ideas or positions are close to, or even completely identical with, those of the alliance.

Non-ideological

Even though the Great Liao Commune Alliance is a socialist state, its foreign relations almost entirely disregard the ideology of the other side and do not classify other countries by ideology — except with regard to "fascism."

Culture

Owing to the alliance's vast geographic span, diverse ethnic composition, diverse religions, and diverse cultural backgrounds, its culture likewise presents a flourishing scene of many flowers blooming together.

In terms of architectural style, traditional Chinese architecture from the north and south, modern architecture, traditional European architecture, rural architecture, Tibetan architecture, and surreal architecture are all distributed across the country. Individual towns, however, usually adopt only a single style, so one can experience many different cultural themes.

Multiculturalism forms the cultural foundation of the Great Liao Commune Alliance.

Religious culture

The Great Liao Commune Alliance has no official religion, but it also does not officially promote atheism. Nevertheless, the general social atmosphere is predominantly irreligious. The state does not interfere with individual freedom of belief, so believers of various religions are widespread, and religious buildings — from Buddhist stupas to mosques to giant crosses — exist side by side.

Because the religious atmosphere is not strong, no original religion or "EarthMC-exclusive religion" has yet appeared within the alliance.

Political desensitization atmosphere

The alliance has a relatively low level of sensitivity to real-world politics, which is unusual among countries on EarthMC with large numbers of Chinese players. Residents, regardless of ethnicity, are comparatively more willing to discuss real-world politics and more indifferent to it.

Some well-known politically themed parody map arts in Chinese communities — such as "Kitten Chiang Kai-shek," various portraits of Epstein, "XIGMA," official-style standard portraits of various senior or former senior Chinese officials (including those who have fallen, such as Bo Xilai and Zhang Youxia), the grimacing Takaichi Sanae titled "You love Japan too much, here are some yen," "Maid-outfit Xi Jinping," "Netanyahu with a memorable impression of Tel Aviv," "Comb-over Trump," a portrait of Xu Jiayin, and "Trump saying 'give me GOLD or declare war'" — were created and sold by citizens of Liao.
