I do not think this would work.
BimAli, though kind, does not delegate power to anyone else. This creates problems because he is occasionally inactive for a week.
Sepandyar is very kind and as long as he is active his nation will hold. However Sepandyar must trust you a lot before delegating authority also.
In short, both do not delegate authority to others and I would find it hard for both of these to willingly give up being leader of a nation.
