This would be the last attempt at a peaceful resolution to the conflict. On June 23, Milgorn issued the complaint, and shortly thereafter a GC was created for negotiations between Raptor, Milgorn, Paso, and Rocky. Cascadian officials directly informed Rocky of the attempts at poaching Cascadian mayors and the direct violations of the Cascadian claim map. The demand was made that Texas respect Cascadia's territorial sovereignty. The ultimatum was given a deadline of 9:00 AM PT (11:00 AM CT). The next morning, at 9:24 AM PT, Rocky refused to "cede Texan towns against the will of said towns without just compensation." Raptor would request an authorization of military force against Texas from the House of Representatives 6 minutes later. The resolution passed at 8:07 PM PT, June 24, 2024, officially marking the beginning of the war. Before news reached of the Cascadian declaration, Texas unilaterally declared war on Cascadia on their own accord, at 9:16 PM PT (11:16 PM CT). Technically, Texas never considered themselves at peace with Cascadia after the de facto end of the Wagner War, but made an announcement nonetheless.
