Ottawa was created in May of 2019, as a replacement for a previous town that had fallen. Ottawa was a very active town during its first month of existence, until it's mayor at the time, Ducky4408, quit EMC and abandoned the town. Most of the other residents either went inactive or left during this period, until Ducky was kicked out and Financier55 took over as mayor of the town. Ottawa became part of the nation of Ungava (now Canada), and many of it's original houses and buildings were demolished by Financier, as they were deemed "unnecessary". One of the buildings demolished was a shop built by TheCoaler1 (the only other active resident at the time), which was still in the process of being built. Angry that his hours of work had been destroyed, he vandalized the town arena and posted signs around town saying "OUR MAYOR IS A C**T", one of which still exists to this day. Financier55 quit EMC that day, and has not been seen on the server since. After this, the town remained almost completely inactive. New residents would join, be seen for one day, and then go inactive until they were kicked out. As of April 20th, the town lost it's only other active resident besides TheCoaler1, who has been unsuccessfully trying to recrute people to join the town.

The government is organised in a hierarchy. The more councils you are in, the more power you have. All in Kings Council are also in High Council, and all in Royalty are all in Kings Council as well as High Council. The Kings council is also often the first to hear announcements or classified information deep within the government. They are also the only officials allowed to vote on bills proposed by the high council or themselves, with the high council only acting as a body that can input ideas for the Kings council to vote on. Currently, the kings council is the only body of which can vote on propositions within the government.

Every month, like mentioned in the section "Political System", Quebec's citizens wither run for a certain role as minister, or they vote for the ministers they want. This wasn't always the case however, because the King used to appoint ministers for an unlimited amount of time until they either stepped down or became too inactive. This was changed in February 2020, when the royalty adopted a more democratic system where Quebec's citizens could vote for who they wanted. This led to Quebec's political system being completely changed, to where anyone could run. Soon after the debates began, several parties started to appear. The first party to be founded was the Republican Party of Quebec, founded by influential politician and businessman enanemes_, as well as Morgini_, a prominent royal. Hodin chose not to join the various parties in fear of interfering in the elections, but it was unclear why Morgini_ being a royal too, helped in the creation of the Republican Party.
