The Autonomous Region of Bhutan (Dzongkha: འབྲུག་གི་རང་དབང་མངའ་སྡེ་), also commonly known as Bhutan or the Autonomous Commune of Bhutan (Dzongkha: འབྲུག་ཡུལ་ / འབྲུག་གི་རང་དབང་མངའ་སྡེ་respectively) is the internationally recognized Bhutan under Liao. Currently under the rule of Bibibuzina, the region currently consists of one city and current capital, Thimphu, with ideas of expanding Bhutan into the rest of the territory and a possible path into becoming an independent state still alligned with Liao. It is one of two autonomous territories of the LCA that currently spans the western part of Bhutan's modern-day territory. Administratively, it is divided by 3 dzongdeys (Thimphu, Trashigang, and Gasa), also split by 22 dzonkhags. Due to the location of Bhutan, the mountainous terrain covering nearly almost all of its land, agriculture is way harder to fully develop, and the nation opts for animal gathering, hunting, and resource extraction as its main economic output.

History

Pre-Liao Occupation (until July 5 2026)

Bhutan would've been settled by players slightly after the release of Terra Nostra, but would be left abandoned at a certain point in time. The city of Thimphu, and subsequentially, Bhutan would be formed in July 5th, 2026 by Bibibuzina after her exile from Japan following turmoil in Tosa and Chocolatown.

Liao Occupation (since July 5 2026)

Ideas for the formation of the Autonomous Territory of Bhutan initiated in August 2026 between Bibibuzina and NullSelfice. In the official discord for the nation of Liao, there is currently an active thread discussing the future and possible independence from Liao in the near future. As of October 2026, Bhutan has currently made its goal to have territorial hegemony over the borders of Bhutan before taking moves of independence while still having its own Home Rule act as to grant its title of Autonomous Territory.

The first major recognition of Bhutan as being apart of the borders of Liao would be in a border treaty signed between the LCA and Narmada.

Thimphu-Paro Dispute (September 29-October 2, 2026)

On September 29th, 2026, the formation of the Kingdom of Bhutan (currently the town of Paro), would act as its own government and the true Bhutan by creating illegitimate claims that Bhutan had gotten a 70/30 approval for independence without consulting Null or Bibi. This would lead to the removal of the KoB's wiki page and the eventual founding of Paro in October 1st, 2026. Since then, Bhutan would be technically divided between two states in the region: the Autonomous Region of Bhutan under the rule of Liao and the city of Paro, which calls itself the Kingdom of Bhutan. However, the dispute would be short lived until actual contact would be made.

This would end in October 2nd following talks between governor Bibibuzina and mayor of Paro (now considered Wangdue Phrodang by the ARB directorate), whyisucool, where both the ARB and KOB would reach a consensus following the same ideals for an independent Bhutanese state in the region. Although Paro continues to not be in the nation of Liao, the ARB considers the town apart of it. Since then, both cities would be working together to gather enough funds for the creation of Bhutan.

Currently, both the Autonomous Region of Bhutan and the Kingdom of Bhutan holds very good relations between one another as infrastructure projects have been made between both nations, such as the small Thimphu-Wangdue Ice Highway alongside a railway connecting Wangdue to the eastern half of Bhutan. Both also agreed on resource sharing and mutual cooperation.

Geography

Bhutan is located south of the Himalayas, and so the majority of the territory is located on mountainous terrain, with only the extreme south being less steep. This has led for the region to develop differently, with one of the main economic outputs being resource extraction from the mountains (primarily being coal, copper, and iron). Agricultural production in a majorly hostile environment makes the activity nearly impossible to be recreated, making food production focused on animal gathering and hunting around the region. Bhutan has two territorial neighbors, being Narmada to its south and the province of Tibet (Liao) to its north.

Political Division

Bhutan is divided by 3 dzongdeys and 22 dzongkhags respectively:

Subdivisions of Bhutan
Dzongdeys (regions) Dzongkhags (prefectures) Total Population
Gasa (Cholland) Gasa, South Kangmar 0-
Trashigang (Umagang) Bumthang, Lhuntse, Mongar, Pemagatshel, Samdrup Jongkhar, Sampang, Trashigang, Trashiyangtse, Trongsa, Zhemgang 0-
Thimphu Chukha, Dagana, Haa, Jigme Khesar, ParoI, Punakha, Samtse, ThimphuO*, Tsirang, Wangdue PhrodangO 6^

Bold represents Dzongdey capital

* represents Autonomous Regional capital

O represents existing prefectures

I represents a prefecture existing inside another town

The only existing towns in Bhutan are Thimphu, Paro, and Wangdue Phrodang.

Although there is a pre-made border map of Bhutan, currently only one of three dzongdeys exist (being Thimphu). This is mostly because due to the lack of increase of population alongside the increase of inactive users, harming the total area the town of Thimphu can claim fully. Paro is technically apart of the town of Thimphu.

Wangdue Phrodang would be de-facto added to the list by October 2 following the end of the Thimphu-Paro disputes.

Census

Bhutan only consists of about 6 people in total that belong to either Thimphu or Wangdue Phrodang, although some suggest nomads from the area and other regions near Bhutan also settle in, ranging from a population of between 2-20 people in total.

Sister Towns

Unofficially, Thimphu is a sister town to the Philippine town of Cagayan De Oro (also known as CDO), as many representatives of the town are friends of the Regional Governor.

Military

Bhutan does not have an active military force, but has guaranteed defense from the Liao Commune and its allies.

Notable People

Bibibuzina

Since the foundation of Thimphu and the subsequent creation of the Autonomous Region of Bhutan, Bibibuzina is currently the regional governor and an advocate for Bhutanese independence. She had made notable changes for the ARB, such as the already mentioned creation, the Bhutanese Home Rule Act in September 2026, and one of the members that ceased hostility towards Paro and the Kingdom of Bhutan following talks with their leader on October 2026.

In the past, before the founding of Thimphu, she was one of the representatives of Tosa and mayor of Chocolatown during a specific point of major disputes between Japan and the People's Republic of China (mainly in Taiwan/Formosa), where an attempt for Shikoku's neutrality and independence would be made following the creation of Heyiwei, being called the Shikoku Affair. However, the attempts of diplomacy would result in failure by Japanese pressure and eventual forced deportation of her and the leaders of Tosa in July 2026 by zigorow and 173BIGMAC. Chocolatown would be ceded to the PRC, with Bibi stating that Japan's wartime strategy was "flawed and short-term visioned", alongside general distaste for the nation's leaders, stating that BIGMAC "is an self-centered, arrogant person who rejected others' ideas and persisted on staying in his sinking ship".

Vennox77

One of the two councilors of the Committee of the Bhutanese Peoples' Affairs (CBPA). Originally joining the ARB's Discord Server in September 19 2026, Vennox would only join Thimphu later on October 4 and is the representative of the ARB for more regional affairs, especially with the local population alongside travellers that may pass through the region.

Tantaluminium

The first of the CBPA councilors to be assigned the role. Still not in the Minecraft server, they joined the Discord server in August 31 2026 and has been one of the leads of maintaining the server.

Politics and government

First Leader

Since the ARB responds to anything from Urumqi, the First Leader is the highest authority level in Bhutan. Currently, Liao's First Leader is NullSelfice. (for more information about the First Leader, it is suggested you also read Liao's Nostra page)

Regional Governor

The Regional Governor is the second-highest authority rank in the ARB, being the one who represents the entirety of the region of Bhutan in Liao. Currently granted by Bibibuzina.

Committee of the Bhutanese Peoples' Affairs (CBPA)

The Committee of the Bhutanese Peoples' Affairs is a regional role specific to the ARB. Currently, only two people are in charge of the CBPA: Vennox77 and Tantaluminium. Their role is to work with the population of Bhutan and coordinating infrastructure projects and other matters that may interest the Bhutanese population.
