Ronne Free Territory Declaration
Preface
Ronne Free Territory (Ronne for short) is an anarchist area located in the south of the Antarctic Peninsula and west of the Ronne ice shelf.
Since the establishment of the town Utopia, the Ronne people have established the goal and belief of freedom and equality in the cold places of the world. Antarctica is the best place to display advanced and radical anarchism without historical disputes and cultural shackles.
People from all over the world carry forward the past and open up the future. Although they come from different regions and cultural backgrounds, we all believe that only prejudice and ignorance can form a barrier between people, and we will firmly move forward under the red and black flag!
Article 1 The Ronne Free Territory is an anarchist Free Territory led and built by all the people of Ronne on the basis of the Committee.
Article 2 All power of Ronne Free Territory belongs to the people.
Ronne Free Territory divides power into two types:
The power exercised directly on the individual, such as personal right and voice, is called personal power.
The personal rights of any person in Ronne Free Territory shall be disposed of by the individual himself, and any entity including any individual, majority, organization shall not interfere with any personal rights of any individual in any form.
The power that only involves Territory affairs and does not involve regulating personal behavior, such as traffic management right, self insurance right, independence right and jurisdiction, is called political power.
The people's committee is the organization where the people exercise political power.
The people's committee determines and manages the affairs of towns and territories, manages economic and cultural undertakings, and manages social affairs through direct and democratic voting by the people.
The vote for town management is valid only for the people in the town.
Article 3 All positions in Ronne Free Territory are "with duties, without authority".
All authorities and powers that could have been exercised should be vested in the people's committee, and the employees should exercise their powers according to the arrangements of the people's committee.
Ronne Free Territory currently has 4 positions:
Free Territory "Leader"
Be responsible for the political affairs of the whole Territory, report to the People's Committee and organize discussion initiatively when encountering political affairs.
Plan new towns and economic policies, and submit the plans to the people's committee for discussion and approval.
Town "Leader"
The responsibilities of the Free Territory "Leader" are basically the same, but the scope of responsibility is limited to their own cities and towns, and urban expansion needs to be planned and submitted to the People's Committee for review.
Traffic Manager
Plan and coordinate the ice track, waterway, bridge of the whole Territory, and submit the plan to the People's Committee for review.
Maintain and report various traffic routes.
Economic Planner
Responsible for economic statistics and reporting, and assisting Free Territory "Leader" and Town "Leader" in planning.
Article 4 All the people of Ronne Free Territory may organize meetings of the People's Committee.
After the proposal is issued in the "proposal" of the discord channel, the meeting will be held in the "discussion" when many people think it is necessary to have a careful discussion. The then Free Territory "Leader" (Town "Leader" when discussing urban affairs) has the obligation to maintain the meeting and keep records, and vote in the "vote" at the end of the meeting. After the vote, the results will be announced in the "notice-publicity".
The voting time limit is generally 3 days from the end of the meeting.
Absence will not count votes. If the number of absentees reaches 55% or more, the voting will be invalid. The proportion of people absent from urban affairs is only calculated by the population of the town.
The voting result is sacred and inviolable, but if it violates any of the provisions in this Declaration, the result will be invalid.
Article 5 The tenure of all positions in Ronne Free Territory is 180 days, about half a year.
In case of a change of office, especially for the "leader" position, the leader position in the game shall be handed over. No one shall disobey the change of office in any form.
All positions are selected through discussion in "discussion" and voting in "vote". Except that there is no need to issue proposals in "proposal", the rules in Article 4 apply.
The current Free Territory "leader" has the obligation to inform all Free Territory people in advance to participate in the election and hold the election on time.
The Superintendent user group in discord is dedicated to current "officials" (are officials without power still officials?) If a new term is set, the predecessor should also grant the user group to the new appointor and voluntarily quit.
Article 6 All resources of Ronne Free Territory are common by the whole people.
Common ownership is not public ownership, which means that there is no concept of "private property" or "public property" in Ronne Free Territory in most cases.
All people have the right to enjoy any materials not in their personal backpacks or ender chest.
The whole people should also enjoy the rights of cities and towns. The "leaders" of Free Territory have the obligation to open all the rights of all cities and towns to all people in all cities and towns.
However, anyone who use this to wastes resources, destroys public facilities, takes up a large amount of resources in disguised form, makes profits from the outside world will no longer be regarded as a Ronne Free Territory person.
After passing the resolution of the People's Committee, such people will be exiled and immediately wanted to encourage killing. They are no longer allowed to join Ronne Free Territory.
Article 7 The armed forces of the entire Ronne Free Territory are the free militia (also known as the "black army").
The free militia is composed of the whole people. When the Free Territory is in wartime, all people in the Territory have the obligation to kill the enemy, enclose land on a large scale and defend anarchism.
The Free Territory "Leader" have the obligation to plan, coordinate and organize all kinds of attacks and enclosures. These plans should be implemented after being reviewed and approved by the People's Committee.
When the wartime people's committee votes on war planning, "too many absenteeism leads to invalid voting" will not apply.
Article 8 If a person holding a post will not be able to perform his obligations for a long time or will quit the server permanently, he shall make an explanation in advance and the people's committee shall hold an election on a day chosen.
Article 9 The symbolic flag of Ronne Free Territory is the red-black sickle hammer flag. In most cases, the red and black flag representing anarchism can also be used as a symbolic flag.
The symbolic song of Ronne Free Territory is the international song. However, other anarchist or untotalitarian communist songs can also be used.
Article 10 Utopia is the "capital" of Ronne Free Territory.

龙尼自由地区(简称龙尼)，是位于南极半岛南部、龙尼冰架西侧的无政府主义地区。
自城镇乌托邦建立之初，龙尼人民在世界的苦寒之地确立了自由、平等的目标与信仰，南极洲没有历史的纠葛、没有文化的羁绊，是先进而激进的无政府主义最佳施展场所。
来自世界各地的人们继往开来，虽然来自不同的地区、文化背景各不相同，但是我们都相信，人与人之间能够形成阻隔的只有成见与无知，我们会在红黑旗下坚定向前！
第一条 龙尼自由地区是龙尼全体人民通过委员会为基础进行领导和建设的无政府主义自由地区。
第二条 龙尼自由地区的一切权力属于人民。
龙尼自由地区将权力划分为两种：
直接在个人身上行使的权力诸如人身权、发言权等，称之为个人权力。
龙尼自由地区的任何人的个人权力由个人自身处分、任何个人、多数人、组织在内的任何实体不得以任何形式干涉任何个人的任何个人权力。
只涉及地区事务、不涉及规范个人行为的权力诸如交通管理权、自保权、独立权、管辖权等，称之为政治权力。
人民行使政治权力的组织是人民委员会。
人民委员会通过人民直接民主的投票形式确定并管理城镇、地区的事务，管理经济和文化事业，管理社会事务。
城镇管理的投票仅该城镇的人员投票有效。
第三条 龙尼自由地区的一切职位均为“有职责无职权”。
一切职责原本可行使的权力全部收归人民委员会，任职者听从人民委员会的安排操作自己的权力。
龙尼自由地区目前设立职位有4个：
自由地区“领导人”
负责全地区的政治事务，在遇到政治事务的时候向人民委员会进行汇报并倡导性的组织讨论。
规划新城镇、经济政策，并将规划交于人民委员会进行讨论和审批。
城镇“领导人”
与自由地区“领导人”职责基本相同，但负责范围仅限自身的城镇，且需要规划城镇扩地并交由人民委员会审核。
交通管理人
规划、统筹全地区的冰轨、水路、桥梁、下界交通，并将规划交由人民委员会进行审核。
对各种交通路线进行维护、汇报。
经济规划人
负责经济统计以及汇报，协助自由地区“领导人”和城镇“领导人”进行规划。
第四条 龙尼自由地区的所有人民都可以组织人民委员会的会议。
在discord频道里的"proposal"内发出提案后，在较多人认为有仔细讨论的必要的情况下，会议会在"discussion"举行，时任的自由地区“领导人”(讨论城镇事务时为城镇“领导人”)有义务维持会议并进行记录，并在会议结束时在"vote"内举行投票，投票结束后在"notice-publicity"内公示结果。
投票时限一般为从会议结束后整3天内。
缺席不计票，若缺席人数达到55%及以上则投票作废。城镇事务的缺席人数比例只以该城镇内人口来计算。
投票结果神圣不可侵犯，但是若有悖于宣言内的任何一条，则结果作废。
第五条 龙尼自由地区的所有职位任期为180天，约半年。
如遇换届，特别是“领导人”类职位时应当交出游戏内的领导人位置，任何人不得以任何形式违抗换届。
所有职位通过"discussion"讨论并在"vote"里投票产生，除了无需在"proposal"内发出提案外，一切适用第四条的规则。
时任自由地区“领导人”有义务提前通知全自由地区人民参与选举并按时举办选举。
discord内的Superintendent用户组是专门为时任的“官员”(没有权力的官还算官吗？)设置的，若换届，前任者也应该把该用户组授予新任者并主动退出。
第六条 龙尼自由地区的所有资源全民共有。
“共有”不是“公有”，这意味着龙尼自由地区多数情况下并不存在“私人财产”或“公共财产”的概念。
所有人有权享用任何不在个人背包里或末影箱内的物资。
包括城镇权限也应当全民享有，自由地区“领导人”有义务给全部城镇的全部人开放全部城镇的全部权限。
但是任何借此浪费资源、破坏公共设施、变相占用大量资源、对外界变卖牟利等等的人将不再被视为龙尼自由地区的人。
在通过人民委员会的决议之后，将会把这种人进行放逐并立刻通缉鼓励击杀。不再允许其加入龙尼自由地区。
第七条 全龙尼自由地区的武装力量为自由民兵(亦可称之为“黑军”)。
自由民兵由全民组成，当自由地区处于战时，地区内的所有人都有义务击杀敌人、大规模圈地、捍卫无政府主义。
自由地区“领导人”有义务规划、统筹、组织各种进攻、圈地，这些规划都应该交由人民委员会审核通过后执行。
战时的人民委员会对于战争的规划进行投票时，将不适用“缺席过多导致投票失效”。
第八条 若有担任职位者将无法长时间履行义务或者即将永久退出服务器，则应当提前说明并由人民委员会择日举行选举。
第九条 龙尼自由地区的象征旗帜是红黑镰刀锤子旗，多数情况下，代表无政府主义的红黑旗也可以作为象征旗帜使用。
象征歌曲为《国际歌》。但是亦可使用其他无政府主义或非极权主义的共产主义歌曲。
第十条 乌托邦是龙尼自由地区的“首都”。

ロンネ自由地区（ロンネと略称する）は、南極半島南部、ロンネ氷棚の西側に位置する無政府主義地区である。
町ユートピアが設立された当初、ロンネ人民は世界の苦寒の地で自由、平等の目標と信仰を確立し、南極大陸は歴史の葛藤がなく、文化の絆がなく、先進的で急進的な無政府主義の最良の展開場所であった。
世界各地から来た人々は続いてきて、異なる地域から来て、文化の背景はそれぞれ異なっていますが、私たちはすべて信じて、人と人の間に障壁を形成することができるのは先入観と無知だけで、私たちは赤黒旗の下でしっかりと前進します！
第1条 ロンネ自由地区はロンネ全人民が委員会を通じて指導と建設を行っている無政府主義自由地区である。
第2条 ロンネ自由地区のすべての権力は人民に属する。
ロンネ自由地区は権力を2つに区分する：
個人に直接行使される権力、例えば人身権、発言権などを個人権力と呼ぶ。
ロンネ自由地区のいかなる人の個人権力は、個人自身が処分し、いかなる個人、多数の人、組織を含むいかなる実体もいかなる形でもいかなる個人のいかなる個人権力に干渉することはできない。
地区事務だけに関連し、個人の行為の規範化に関連しない権力、例えば交通管理権、地区自己保証権、独立権、管轄権などを政治権力と呼ぶ。
人民が政治権力を行使する組織は人民委員会である。
人民委員会は人民直接民主の投票形式を通じて都市、地域の事務を確定し、管理し、経済と文化事業を管理し、社会事務を管理する。
町管理の投票は、その町の人だけが投票するのに有効です。
第3条 ロンネ自由地区のすべての職位は「職責があり、職権がない」。
すべての職責は本来実行可能な権力をすべて人民委員会に帰属させ、在任者は人民委員会の手配に従って自分の権力を操作する。
ロンネ自由地区の現在の設置ポストは4つ：
自由地区の「指導者」
地区全体の政治事務を担当し、政治事務に遭遇したときに人民委員会に報告し、性を提唱する組織討論を行う。
新しい都市、経済政策を計画し、計画を人民委員会に任せて討論と審査を行う。
町の「指導者」
自由地区の「指導者」と職責は基本的に同じだが、責任範囲は自分の町に限られ、町の拡大を計画し、人民委員会に審査を依頼する必要がある。
交通管理者

第6条 ロンネ自由地区のすべての資源は区民的に共有されている。
「共有」は「公共所有」ではありません。「共同所有」である。これは、ロンネ自由地域の多くの場合、「私財」や「公共財」という概念が存在しないことを意味します。
すべての人は、個人のリュックサックやエンダーチェストに入っていない物資を楽しむ権利があります。
町の権限も含めて全区民が享受しなければならず、自由地区の「指導者」は全町の全人に全町の全権限を開放する義務がある。
しかし、これによって資源を浪費したり、公共施設を破壊したり、相変って大量の資源を占用したり、外部に対して換金したりして利益を得ている人は、ロンネ自由地区の人とはみなされなくなるだろう。
人民委員会の決議を採択した後、このような人を追放し、直ちに指名手配して殺害を奨励する。ロンネ自由地区への加盟は認められなくなった。
第7条 全ロンネ自由地区の武装勢力は自由民兵(「黒軍」とも呼ばれる)である。
自由民兵は全区民で構成され、自由地区が戦時中である場合、地区内のすべての人は敵を撃ち殺し、大規模な圏地を守り、無政府主義を守る義務がある。
