After the [[2 Days War]] ended Joel moved to Scotland and it was planned that an Amsterdam-Alanian coalition would buy Joel's Belgium, however Joel moved back and set up a communist nation called "Utopia"

This new town was effectively what his old Belgium was, just with a communist regime. It also started doing things that angered the Caspian States, such as blocking the Alanian Belgium wall and tearing up roads that Alania had built. The nation however was much more peaceful than when Joel was first in Belgium and the powers of the [[2 Days War]] did not fight over Utopia.
