The settlers initially inhabited the upper levels of the watchtower, whilst construction began on the warehouse, farmland and residences for the settlers using the scant resources acquired on the journey to Siberia. Due to the scarcity of food, lumber, and other essential resources, the original settlers relied heavily on the generosity of bypassers and had to share virtually all possessions. This lifestyle gradually evolved into present day Belayavan , with strong emphasis on trust and the public ownership of many resources as well as the production of all necessities.

Belayavan, frequently stylised as Белаяван, is a town in the nation of Siberia situated northwest of the Siberian capital Katyryk. It is a port on the Kara Sea built on a headland spanning across the Russian Arctic coast. Its population is 18. It was founded on the third of February 2020 by Sulphire.

History

Original Settlement 

Little of the original settlers is known, and only one structure is known to have survived from this period: a watchtower and underground garrison built on a hill overlooking the location of the present-day town. The watchtower is intact above ground and its first floor was restored, however, the second floor, containing a prison, canteen, and captain's quarters, is in a state of disrepair. The captain's quarters is in a substantially better condition than the rest of the structure, indicating that far greater care was taken over its maintenance; it is much more spacious than the above guard quarters and adjacent prison cells.

It is believed that a town or city of a reasonable size was located here at some point in the past due to the necessity of having a watchtower and prison. Based on the poor quality of the prison and guard accommodation, many speculate that the standard of living was poor in this time period and that a revolt could have lead to the destruction of the old town.

Nubian Membership

Not long after the town's foundation, news of its existence began to spread to neighbouring regions, and traders from the Nubian city of St. Allison took pity on the settlers, many of whom had perished in the harsh conditions of Siberia, agreeing to negotiate protection and basic resources. The settlers were thusly granted citizenship of the nation of Nubia. This allowed for terraforming along the coastline, which eventually resulted in food self-sufficiency for the fledgling town.

Siberia and the monument

With necessities secured, the town began to expand, eventually resulting in trade with the nearby nation of Siberia. Siberia was also found to be generous towards the settlers, and was much closer, allowing for more expedient exchanges, resulting in much faster growth. The first joint project involved the extension of an ice-highway from the town of Vangash to Belayavan. The monument was built to honour the occasion, to advance the diplomacy with Siberia, as well as to celebrate the progress of the town. It currently stands as the tallest structure in Belayavan. As ties to Siberia became closer and Nubian influence decreased, the members of Belayavan decided to join Siberia.

People's Alliance membership

On the Februaury 22, 2020, the members of Belayavan voted with a six vote majority to join the People's Alliance as an independent town, with the nation of Siberia remaining out of the transnational military alliance.

Renovation period

A small group of nomads joined belayavan as townsfolk after they were saved from a band of raiders. Among this group was Cnx, who would become a noted architect and start the Renovation period, rebuilding and modernising much of the town's infrastructure including the bakery and public farms , which were automated. He also lead the construction of Belayavan's University and brewery, which are both now some of the largest structures in Belayavan.
