For unclear reasons, VarJuice who at the time was Sultan of Zanzibar and going inactive himself, decided it was time to retire and move to Mexico where he bought Mexican-Empire and the Imperial era began. As he departed Zanzibar he appointed his most loyal citizen and town mayor to Viceroy of Zanzibar to oversee the nations affairs aswell as to own the nation in-game.
