Nova:Mexican Empire

The Mexican-Empire (Spanish: Imperio Mexicano) was a nation in North America, controlling much of modern day Mexico by it's self and with it's many member nations. Officially a Federal Constitutional Monarchy it's emperor, VarJuice, oversaw most of the nation's executive, judicial, and legislative matters, though this system relied on a democratic consensus by the citizens to execute much of anything in the government.
History (Pre Imperial Era)
Founding of the nation
The Mexican-Empire as a nation was founded by Teukris and his reign was fairly uneventful. His leadership saw the founding and expansion of Mexico-City and various small towns throughout the region that ultimately fell. Under his rule the nation was sold to various players and eventually ended in the hands of TicTacHead69. Under TicTacHead69 the nation was a 2 town nation (Mexico-City, Tikal) with no real establishment of government. His reign saw the nation join Saxony as a protectorate, the establishment of the Mexican Union and Cuban threats of war over Tikal. TicTacHead69's role as leader of the Mexican-Empire lasted around a month.
The Mexican Union
One of TicTacHead69s goals was to establish a line of communication, defense and unity throughout the various nations in Mexico through the founding of an alliance. The alliance contained Olmec (another Saxon protectorate), EUM, Chihuahua, the Mexican-Empire and Saxony. The alliance had looked to add Mexico and other nations in the Mexico region to it but ultimately never expanded further than those 5 nations. Work on the alliance did not continue after TicTacHead69s time as leader.
History (Imperial Era)
The Mexican-Empire
Officially, in-game, the nation was called the "Mexican-Empire", though during TicTacHead69s reign the nation had no government, no citizens to govern, no empire, and only 2 towns to fly the nations flag. In August 2021, VarJuice bought the nation from TicTacHead69 for an unknown amount of gold. At that moment there were no large ambitions behind the purchase, as such, immediately after purchasing the nation VarJuice focused on building Mexico-City and contacting the mayor of the only other town the Commune of Tikal (formerly Tikal) in the nation. Upon contact with the mayor of Tikal, TheOrbsIsHere, the framework for what the nation would become was first established. If there were to be some sort of government in the nation it would be one that required the full consent of the people it governs, the system should aim to be as de-centralized as possible, and create an environment of inclusiveness among a society with little to no class structure or hierarchy. These principles created the backbone for the various versions and revisions of the constitution that served as the basis for the government of the nation and ultimately the Empire/mega-nation that VarJuice would lead through the Mexican-Empire.
With Tikal we stand
On day two of VarJuice in the Mexican-Empire, Cuban leadership made its wishes to have Tikal kicked from the Mexican-Empire known. Cubans argued that Tikal lay in Cuban Claims and thus should be kicked immediately. Cuba has claimed all of Central America with the entire Yucatan peninsula extending up to irl Chiapas and tabasco regions. This claim stems from Rio Grande ceding that part of Mexico to Cuba, however it should be noted that by that point Rio Grande had lost control of Tikal. This brought about the beginning of Cuban anger towards Tikal and their refusal to join Cuba or any other Cuban nation. Domestically VarJuice pledged to stand by Tikal no matter the circumstances and the issue continued to remain unresolved much to Cuban disappointment. However Tikal's membership in the nation never became a front of mind issue as it was always obvious the nation would stand with Tikal. Soon the issue was soon forgotten yet abroad it continued to linger in Cuban heads.
Establishment of government
The region of Mexico, since the decline of Rio Grandes influence, had remained a mostly underdeveloped, sparsely populated, divided and weak area compared to the rest of North America. The first town to join the Mexican-Empire in a long time was Santa-Ana, followed by Guadalajara in the West. It was during this time that the rise in recruitment and new towns that discourse and debate around government grew. This saw the creation and implementation of the first constitution and created a precedent for procedures that continue to guide the role of government. It was decided early on by TheOrbsIsHere that all power should come directly by the people. Direct Democracy was decidedly a policy that the nation could not go without. The first constitution was adopted though not without criticism. It contained the framework for a direct democracy yet it did not appropriately define what needed consent from the citizens. Ultimately anything having to do with foreign relations became a matter that needed a vote and soon much of anything the monarch did became subject to a vote by the people.
The second constitution aimed to highlight the role of the monarchs as one with no more power than the average citizen. However as the most politically active person the influence behind the position largely overshadowed the lack of powers in the constitution. It was during this time that internal political tensions were the highest yet it culminated with a consensus to carry on with the status quo.
Becoming an empire
With renewed confidence and clearer boundaries the nation saw its first nation join it finally making the Mexican-Empire an empire. VarJuice retained his title as Sultan of Zanzibar and thusly, with the establishment of the constitution and his ascension to the throne as Emperor to the Mexican-Empire, dragged Zanzibar under the Mexican-Empire as an oversees territory. During the next month EUM was voted into the empire in and talks about expanding and liberating the region of Mexico from foreign interference followed. A month after San Luis Potosí and later Chihuahua were also invited and formally voted into the empire. This period saw massive expansion in Mexico-city as a trading hub and Tikal expanding to the second largest town by chunk size in the Empire. Mazatlan (town) formally joined making the nation extend from the Yucatan peninsula to the northernmost part of Mexico. This unprecedented activity saw the establishment of public servants the most notable of which founded the National Defense Stockpile. An armory of sorts meant to fund any who were willing to fight for the empire.
Mexico Nubian relations
Around July prior to the Imperial era Nubia saw an increased inactivity from the Nubian Emperor, Twomoo1119 and a sharp decline in population. For unclear reasons, VarJuice who at the time was Sultan of Zanzibar and going inactive himself, decided it was time to retire and move to Mexico where he bought Mexican-Empire and the Imperial era began. As he departed Zanzibar he appointed his most loyal citizen and town mayor to Viceroy of Zanzibar to oversee the nations affairs aswell as to own the nation in-game. Effectively VarJuice had retained his title of Sultan of Zanzibar as he became king of the Mexican-Empire . However, at the same time as these evens were unfolding, a couple Nubian citizens decided to also make the move to Mexico and joined VarJuice in the Mexican-Empire. With those first most active citizens of Mexican-Empire being former Nubians and isolationist, the Mexican-Empire saw Nubia and its member nations in Africa became its strongest allies by association.
Following the decrease in population, Katanga, located in the southern half of the irl Democratic Republic of Congo also departed from the SNE. Seeing as many in the Mexican-Empire came from Nubia they rejected an offer to take Katanga as a territory of the Mexican-Empire as they did not want to be seen as though they were tearing apart the SNE and annexing their nations. Katanga would later join the commonwealth which was seen as the British Empire disguised as an alliance by Nubia. This stirred up tension among and within the Nubian community aswell as the new Mexican community that had been born from ex-Nubians. For a while there was a calm peace but it would be short-lived when Twomoo1119 began being active again and started attempts to recover what Nubia had lost during its slight fall that happened in his absence.
At first the consensus around the Mexican-Empire was one of never surrendering Zanzibar as it was seen as a core territory belonging to them. At the same time with twomoo1119 back in Nubia a newly elected government, which had been largely supportive of the Mexican-Empire, began to see it as a goal to recover Zanzibar and Katanga as member nations in the Second Nubian Empire (SNE). Upon a formal request to have Zanzibar rejoin the SNE or having it join the SNE through other means produced tensions between the to nations.
Government and Politics
Current Government
Officially, a Federalized Constitutional Monarchy, the Mexican-Empire constitution governs the entire empire. The Current constitution is as follows:
The Emperor of the Mexican-Empire and its subsequent nation members and colonies rules the nation of Mexican-Empire and is granted only the title of Emperor. The emperor will act in accordance to the constitution of the empire and the people hold the right to call the emperors actions into question and onto the courts. Furthermore the Emperor is responsible for overseeing the nations foreign, diplomatic and Internal affairs. This responsibility however is derived from the consent of the people.
The People are responsible for their participation in government, the politics of the nation are the politics of all. Any citizen holds the right to promote legislation, call government leaders into question, and to participate in free and open elections. The people will serve as the court and judge of the empire and will be accountable for maintaining government leaders in adherence to the constitution by calling them into court.
The promotion of legislation will consist of a 24 hour allotment for public discourse and debate. After the conclusion of the 24 hours the vote will either pass and be effective immediately or fail and the vote will continue onto the next proposition. The court will be used to call any and all people under government employment into question to determine the status of that employment. A hearing is to last no longer than 24 hours. A hearing that concludes with a motion of no confidence will result in a removal of office. Any other verdicts and their outcomes will be determined by the court.
Finally the governmental body will seek to maintain and promote prosperity, integrity and development throughout the empire. It shall consist of the necessary offices required to execute the governments purpose. The positions are to be available to any and all citizens in a free and open election and are to last no longer than a month.
