"I Do Not Give A Shit" and "Whip the God-Damn Votes" were two statements made by then-President of Texas Bill "Rocky" Moor on June 11, 2024, during diplomatic talks between the Government of Texas and representatives of the purported mega-group known as the "Queer Communocracy of Oklahoma". This event occurred shortly before the escalation of hostilies between Cascadia and Texas leading to the Great American War, a conflict primarily fought between Cascadia and Texas, along with their respective allied belligerents.

Background

Texas had declared war on Cascadia on December 18, 2023, in support of the Reformed Republic of Cascadia, an exiled government based in Texas that claimed legitimacy and sovereignty over the Republic of Cascadia. While the conflict had remained dormant since the ban of Texan King North_Paso, Cascadian-Texas relations were not positive. In order to inhibit Texan aggression and incursion into Cascadia, the Vice President of Cascadia, Setrus, orchestrated a psychological operation (psyop) by fabricating the existence of a group called the "Queer Communocracy of Oklahoma", from Setrus's own multi-hundred member geopolitical discord server, purporting intent to settle in Oklahoma, much to the dismay of Texan officials. The aim was to divert Texas's resources and attention towards a potential secession movement in Oklahoma.

The Diplomatic Talk

Setrus successfully convinced the Texas government to engage in diplomatic discussions regarding the supposed secessionist group. A private voice chat was arranged between President Moor and Setrus, with the latter secretly recording the conversation.

During the discussion, Setrus presented a proposal concerning the potential settlement of the "Queer Communocracy of Oklahoma", to which Moor proposed that the Oklahoman settlers vote on moving to a different place, such as Colorado. In support of this proposal, President Moor made his now-infamous statement:

"If it does not work with your people, I do not give a shit. If it's a democracy, whip the goddamn votes. Call a vote, call another one, and call another one, until it passes. And if it don't pass, don't come to me with that as an excuse. I do not give a shit."

Reception and Impact

The recording of Moor's statement quickly spread, becoming a source of amusement for many who heard it. Several factors contributed to its humorous reception:

  • Moor's alleged strong southern drawl, which some claim is affected, exaggerated, or not real.
  • The President's serious demeanor and attempt to project a tough persona, which many found incongruous with the situation.
  • The blunt and repetitive nature of the phrase "I do not give a shit".

As a result of its widespread circulation, the quote became well-known, particularly among OFN (Organization of Free Nations) member states. It soon became inextricably associated with President Moor's public image and political style.

Legacy

The "I Do Not Give A Shit" comment, as well as the "Whip the Goddamn Votes" comment have since become a part of the political lexicon of the EarthMC democratic world. It is often referenced in political discussions, memes, and even in formal diplomatic contexts as a shorthand for uncompromising or dismissive attitudes in negotiations.

Some political analysts have argued that this incident, while initially embarrassing for the Texas administration, ultimately served to reinforce President Moor's image as a no-nonsense leader among his supporters. Critics, however, point to it as an example of diplomatic insensitivity and a lack of nuance in Texas's foreign policy approach in the period leading up to and during the ensuing Great American War.

The incident also shed light on the effectiveness of psychological operations in the context of the Great American War, demonstrating how fabricated internal conflicts could be used to manipulate diplomatic relations between warring states.

The meme and cultural impact of the quotes continue to persist to this day. On February 23, 2025, in a Vermont voice channel where former president of Vermont DomInnovation showed his feet and made some sort of unappealing looking meal in an extremely disorganized kitchen, upon request, Moor re-enacted the quote, to much acclaim.
