Nova:Congress of the Republic of Lapland

The Congress of the Republic of Lapland is the legislature of the federal government of the Republic of Lapland. It is bicameral, comprising a lower body, the House of Representatives, and an upper body, the Senate. The Congress meets in the Lapland Capitol Building in Rovaniemi. Both senators and representatives are chosen through direct election in which voters vote for who they desire to see elected, though vacancies in the Senate and House may be filled by a governor's appointment or through temporary appointment by the federal government when there are not enough seats to be filled. Congress has 18 voting members: 11 senators and 7 representatives. The Vice President of the Republic of Lapland has a vote in the Senate only when senators are evenly divided.
