Nemutou
Nemutou is a Council Member of Mindanao and a builder for Fukuoka. Starting out in Summer 2022, Nemutou joined Jin, where he established the town of Gaoto in northern Karafuto/Sakhalin. He was the sole member of this town and built a variety of houses and vehicles, and built around 95 percent of the current ice bridge from Hokkaido to northern Karafuto. Nemutou faced struggles in defining Gaoto's claims, as they were often encroached by larger towns to the south. There is a historic trench site for the first Gaoto border line, which Rakka has since invaded. Due to certain circumstances, Nemutou was not online for about 2 1/2 months, which saw the deletion of Gaoto and its claims overrun by Okha. Nemutou returned in late 2022/ early 2023, and immediately sought to expand Gaoto and hopefully one day reclaim it. It is then that he famously put down signs on the three Iwo Jima islands, claiming them for Gaoto. This is approximately when the Gaoto Confederation was born. The idea that Gaoto was not merely a strict, set town but instead a Confederation, with some territories administered by others, began to form. With an extreme interest in settling in Davao (now part of Mindanao, Pilipinas), Nemutou created contact with the mayor of Mindanao, toadness. Keen on controlling all of the island of Mindanao, toadness was quite against Nemutou creating another town right next to his. Determined, Nemutou pushed forward in establishing these lands as his, and they eventually came to an agreement. It was then that Davao would instead be part of Mindanao, and Nemutou would become a councillor for the state. It was around late January when Nemutou came with vvsnad to claim the lands under Mindanao and started to build their house together. The house is very nice and has multiple rooms and entrances, with two boats near the shore. As of November 2023, the Gaoto Confederation lives on and Nemutou has remained the ruler. Although Gaoto's original lands are now unclaimed, Nemutou has not expressed his desire to move back, and it seems that he will stay in Mindanao. The Gaoto Confederation claims Davao, the Ishigaki Fort (actually on Taketomi), the three Iwo Jima islands, and the northern tip of Karafuto. Nemutou is currently working in Fukuoka, but is still a governing member of Mindanao and will not leave this position.
