The lower floors contain an elaborate lobby and offices for every government member. The upper floors, around and directly beneath the Knesset chamber, contain a cabinet meeting room, citizen meeting room, the Melech's office, a reference library, a museum, and a restaurant named "The Dessert Eagle" for government members. The Knesset chamber, located at the top of the atrium flanking the dome, consists of two concentric circles built one atop the other containing seats for every part of government.
