The Federal Secretariat or Secretariat (Coast Salish: Thi lelum s'uqéluxw), sometimes mistakenly called the Cabinet, was the chief executive body of the now-defunct sovereign state, the Salish Confederation. It consisted of the Federal Chancellor and secretariat ministers. The fundamentals of the secretariat's organization as well as the method of its election and appointment as well as the procedure for its dismissal were set down in Article 4 of the Constitution of the Salish Confederation.

The Secretariat was appointed at the whim of the Chancellor who was chosen by the Parliament, however both the Chancellor and Secretariat must retain the confidence of Parliament as individual ministers; who may be charged with impeachment and removed from office upon conviction by Parliament sitting as jurors. The Chancellor and the other members of the secretariat must be sitting members of the Parliament.

The Chancellor was the chief executive leader of the Secretariat. Therefore, the whole secretariat's tenure was linked to the Chancellor's tenure, and will end if the Chancellor's (and the secretariat's) term automatically ends, if the Chancellor was impeached, resigns, or dies; or if the Chancellor's term was extended by Parliament. The Chancellor was responsible for guiding the secretariat and deciding its political direction. According to the principle of departmentalization, the secretariat ministers are free to carry out their duties independently within the boundaries set by the Chancellor's political directives. The Chancellor may at any time dismiss a minister or to appoint a new minister. The Chancellor's freedom to shape their secretariat was only limited by some constitutional provisions; where the Chancellor cannot serve as a minister themselves, and the primary Federal Ministers of the secretariat cannot serve in one of the other portfolios at that level.

It was superceded by the Cabinet of the Evergreen Republic, and partially in spirit by the Provincial Secretariat of British Columbia.

The final and 27th secretariat of the Salish Confederation upon dissolution of the Confederation was the 4th FroyourFilms Secretariat, which served from 1 February 2022 to 14 February 2022.

The vice chancellor of the Salish Confederation was the second-highest officer in the secretariat, after the chancellor of the Salish Confederation, and ranks first in the line of succession, as the Deputy to the Chancellor. The vice chancellor was also an officer in the legislative branch, as the speaker of Parliament. In this capacity, the vice chancellor was empowered to preside over Parliament deliberations at any time, and had a tie-breaking vote worth two if need be. The Vice Chancellor was the primary and key advisor to the Chancellor and was often an influential member of the Secretariat, dabbling in many of the different responsibilities of the different ministries, depending on who was Vice Chancellor. The office of the Vice Chancellor was established on 23 October 2020, with no federal deputy to the Chancellor existing prior (The defunct Lead Senator position previously existed as a semi-deputy until late May 2020). The final Vice Chancellor was Sulgodar, who had served under Chancellor FroyourFilms since 1 February 2022.

The minister for internal affairs was the secretariat minister which oversees the Ministry for Internal Affairs, the ministry tasked with governmental efficiency and wide-ranging domestic policy. The role of the Minister had greatly evolved since its creation; having evolved from the Minister of Recruitment; of which was renamed to "Recruitment & Internal Affairs", and then finally splitting into two positions on 20 November 2020, establishing the modern post. Nowadays, the portfolio also includes duties such as overseeing the implementation of law, national security, and broad domestic policy within the confederation; as well as broadly dealing with the relationship between the cantons and the federal government. It was arguably the most important government minister in the Secretariat. The minister for internal affairs was also ex officio the Attorney General. The final Minister for Internal Affairs was SayerQT, since 1 February 2022.

The minister for foreign affairs was the secretariat minister which oversees the Ministry for Foreign Affairs, the ministry tasked with organizing the foreign policy, diplomacy, international image, and worldly relations. The role was first established as the "Foreign Affairs Secretary" by the First Edition of the Constitution, promulgated by the Salish Constituent Assembly on 13 February 2020. Over the course of its existence it had also briefly overseen trade and commerce (as the Minister of Foreign Affairs & Trade), however most of those responsibilities have been shifted to the Finance Ministry. It also was an influential position when it comes to Military Policy; taking on the job on trying to prevent conflict within the region and to ensure prosperity to the Confederation. The Minister was an ex officio member of the Pacific Pact Council, a council of leaders among west coast nations; and had historically, and currently is, one of, if not the most important and influential posts in the cabinet, historically being held by the same official for long continuous periods of time. The minister must have resided in the Confederation for one month prior to taking office. The final Minister for Foreign Affairs was xK1_, since 20 December 2021.

The minister for financial affairs was the secretariat minister which oversees the Federal Finance Ministry, the ministry responsible for aiding the Chancellor in national funds spending, kickstarting ways to gain funds for national use, overseeing the economy and aiding with ways to benefit it; as well as additionally overseeing and managing the Salish Treasury, and all government-owned corporations. The role was first established as the "Treasury Secretary" by the First Edition of the Constitution on 13 February 2020, and had gone through numerous phases of importance or non-importance; mostly depending on who was the Minister. In recent times it had gone through many increases in power, with actions such as the acquisition of Salish Inc. (formerly Gravel Inc.), and formation of new ways to gain revenue for the government being drafted by recent secretariats. The final Minister for Financial Affairs was Vorobyevite, since 1 February 2022.

The minister for defense and public safety was the secretariat minister which oversees the Ministry for Defense & Public Safety, the ministry tasked overseeing the entirety of the Salish Defense Force. The Minister was to advise the Chancellor on matters relating to National Defense and National Security, and was to provide military decisions in the case of a military conflict abroad, as well as provide physical responses in the case of war, under the direction of the Chancellor as Commander-in-Chief. They also create awareness of possible public safety risks and hold consultations with concerned citizens. The Minister also had the unilateral ability to bestow and manage the ranks within the Salish Defense Force. The role was first established as the "Defense Secretary" by the First Edition of the Constitution, which was enacted by the Salish Constituent Assembly on 13 February 2020. Its power was more important in the times of the Salish Revolution and related wars, however had still remained somewhat prevalent, especially with the Armed Forces Act of September 2021 establishing an organizational method for the Salish Defense Force. The final Minister for Defense & Public Safety was PhantomXYZ_, since 20 December 2021.

The minister for recruitment and activity was the secretariat minister which oversees the Ministry for Recruitment & Activity, the ministry responsible for everything related to Recruitment and activity of persons in the Salish Confederation, and to advise the Chancellor within the context of their role; and to find and recruit new, trustworthy members into the Confederation. They are the main liaison between Mayors and the Chancellor's Secretariat. The role was first established as the "Recruitment Secretary" by the First Edition of the Constitution, which was enacted by the Salish Constituent Assembly on 13 February 2020; and eventually evolved into the "Minister of Recruitment & Internal Affairs", of which the latter was later split into its own position. It was then renamed in February 2021 to the "Minister of Immigration & Citizenship", receiving its current name on 18 December 2021. The final Minister for Recruitment & Activity was Bubba_Tea_, since 1 February 2022.

The minister for land and development was the secretariat minister which oversees the Ministry for Land & Development, the ministry responsible for everything related to the Development of the Salish Confederation, and to advise the Chancellor within the context of their role. The Minister for Land & Development was responsible for Confederation-wide construction of roads, railways, or ice-ways that improve the quality of life in the region. It also aids the Chancellor and Mayors when requested in construction, planning, gathering supplies and maintaining housing that looks respective to their town's theme. The role was first established as the "Development Secretary" by the First Edition of the Constitution, which was enacted by the Salish Constituent Assembly on 13 February 2020; as well as a separate role of "Housing Secretary" being established on 2 May 2020; eventually being merged into the "Minister of Housing & Transportation" in December 2020, receiving its current name on 18 December 2021. It had been influential in numerous projects, and its headquarters was under construction in Winthrop, BC. The final Minister for Land & Development was cheeseballfluffy, since 1 November 2021.
