The Chancellor of the Salish Confederation, informally called the Salish Chancellor and sometimes called the Federal Chancellor (Coast Salish: Shsi'em̓ Saléxh), was the head of government and chief executive of the former country, the Salish Confederation, as well as the commander in chief of the Salish Armed Forces during wartime. The chancellor was elected by the Parliament (Squpástul) by a majority of votes every month, or less. The term of a Chancellor may be extended by a term extension if a certain set of constitutional criteria are met as well as a 2/3 majority vote in the Parliament.

The Chancellor oversaw and was the Head of the Federal Secretariat, which consisted of Government Ministers and the Vice Chancellor, who were appointed by the Chancellor. The final officeholder was FroyourFilms, who was acclaimed Chancellor by the Parliament unopposed after the February 2022 Federal Election.

Upon the dissolution of the Salish Confederation and the creation of the Evergreen Republic, the position of the Chancellor of the Salish Confederation was legally abolished. On a federal level, the position was superseded by the position of Chancellor of the Evergreen Republic, the federal head of government. However, the institutions and government structure of the Salish Confederation were adopted in the former Salish canton and now Evergreen province of British Columbia, in which the Chancellor of British Columbia is the chief executive.

History

The office of Chancellor existed for the entire history of the Salish Confederation, even before Constitution and Independence, with the hypothetical position often being referred to as the "Supreme Chancellor", later shortened to simply Chancellor.

Many of the powers of the Chancellor given by the original February 2020 Constitution were based against the powers and authority of the President of Cascadia, for which the Salish Confederation was seceding from. This included not giving the Chancellor power to veto bills, and that the President of Cascadia had, in the views of the founders, too much power over the Executive, Legislative, and Judicial Branches of the Cascadian Political System. Another inclusion was having a Parliamentary System of Government opposed to the Cascadian Presidential System, with the Parliament electing the Chancellor with a majority of votes, including being allowed to vote for yourself if you're a candidate. Both of these things are still not in place in Cascadia, as you cannot vote for yourself and the President is elected by a plurality.

Vorobyevite took the mantle as the First Chancellor of the Salish Confederation on February 9, 2020, without any opposition or formal election. Under Vorobyevite the Chancellery was envisioned to be a short-term representative of the Parliament to the world, with the ability to make nominations for the Secretariat. Over time however, under the Chancelleries of SayerQT and later JesTer_BBX, this became less of a reality and it shaped into more of a chief executive position, with control over the composition of the Secretariat, ability to give out awards, and being the commander-in-chief of the Salish Armed Forces during wartime.

In the September 2021 federal election, candidates FroyourFilms and Paleles tied in the second round. There was no procedure, so outgoing Chancellor SayerQT solved the constitutional crisis by making them both co-chancellor, only being able to wield the collective power of the office in both agreement. This was later written into the Constitution as the procedure.

Powers

The powers of the Chancellor, are as follows (as described by Article 3 of the Salish Constitution):

"The Chancellor of the Confederation is the Head of State and Head of the Government and is elected by the Parliament. In the case of a tied vote in the Parliament, it travels to the Chancellor as a tiebreaker vote worth two. The Chancellor as a fellow MP may also initiate proposals to become law. They will also own the Salish Confederation discord server and have admin. The Chancellor is an empowered MP but has leadership powers granted to them to which they delegate out to the Secretariat. They work alongside fellow MPs, the differences being they work on foreign policy as well as having access to national funds to be spent at the direction of Parliament. The Chancellor may shuffle the Ministers from time to time if they wish. No important actions being pushed by the Chancellor, such as the admission of a Canton are to be enacted without Parliament input except, in terms of jurisdiction that has unlimited rights while in the bounds of constitutional authority, to preserve and protect the national constitution. They must reside in the Salish Confederation for one month prior to election."

Term Extensions

The term of the Chancellor can be extended for a maximum of a single month, per term, through Term Extensions. Requirements for a Term Extension are as listed below, and half must be met for it to be valid. A 2/3rds vote of the Parliament (67%) must also be met on top of three of five goals being achieved below:

  • At least 25% of towns have seen a growth in borders of at least one chunk, due to federal involvement.
  • Adequate infrastructure, be it in the forms of roads, buildings, or materials has been commenced under the minister of Housing and Transportation.
  • Large recruitment programs that increased the population by at least 10 nationally.
  • Improved foreign affairs - strengthening and improving international and regional relations by creating new alliances, defensive pacts, or ending wars.
  • Increase national funds by the worth of 100 golden ingots.

Upon a successful term extension, the Chancellor may reshuffle their Secretariat if they so wish. However, if a challenger appears for the Chancellery, an election will be triggered with the incumbent Chancellor being eligible for a re-election. If all Candidate(s) pulls out from the race and only the Chancellor remains, it returns to a Term Extension for the rest of the current month.

If a chancellor's term was extended, it extends the length of the Parliament and Elections of that Parliament for that month, but not the length of the Government. The Chancellor who got their term extended gets to reshuffle their Secretariat, thereby forming another secretariat. This is why the number of Parliaments, Chancellors, and Secretariats are different.
