Assembly of the Evergreen Republic

The Assembly of the Republic, commonly referred to as simply the Assembly (Coast Salish: Thisq̓upástul), is the unicameral parliament and legislative branch of the federal government of the Evergreen Republic. According to the Constitution of the Evergreen Republic, the assembly "is the primary institutional body of the Republic to represent the citizenry". The constitution names the assembly as one of the country's organs of supreme authority. It is the largest elected body on EarthMC.
It is seated in a historical building in Seattle, which has been called by several names, such as "City Hall", "Sq̓upástul Hall", "Parliament Hall", and currently as the "Palace of the Assembly". The interior is still under construction as of February 2022. The Palace of the Assembly was the seat of the Salish Parliament from 3 August 2020 until the dissolution of the Confederation on 14 February 2022, when it was designated as the seat of the Assembly of the Republic. The legislature of Cascadia, the Senate, was seated in Senate Hall in Astoria, a famous cultural building within the former republic; however it is now potentially being considered to house the Executive Branch of the Evergreen Republic.
Powers and Duties
The Assembly of the Republic's powers derive from its ability to dismiss a cabinet through a vote of no confidence, to change the country's laws, and to amend the constitution (which requires a majority of two-thirds). In addition to these key powers, the constitution grants to the Assembly extensive legislative powers and substantial control over the treasury, defense, the power to ratify treaties and other kinds of international agreements, and the duty to approve or reject decisions by the President of the Republic to declare war and make peace. The assembly also appoints many members of important state institutions, such as all three justices of the Supreme Court, whose candidates are nominated by the Chancellor.
The Assembly holds the exclusive right of appointing the Federal Chancellor, a post nominated by the President; and who heads the Federal Cabinet and is the head of the executive branch.
Structure
The Assembly does not have a set number of delegates, and they often change each election. Elections, unlike in several other parliamentary or semi-parliamentary democracies, are fixed, and cannot be shifted earlier by the declaration a snap election by the Head of States. Elections, and the length of an Assembly, occur every month, on the last day before the end of the month. Elections are held via Quotient voting on a nationwide ballot; in which to be elected you must receive a quota of votes equal to at least 4% of the national population. Each voter can cast an unlimited number of votes.
The President of the Assembly is, ex officio, the President of the Republic. The President of the Assembly presides over debates in an impartial fashion and may break a tie if the chamber is evenly divided, however cannot cast a vote in any other case.

The membership of the current convocation of the assembly consists of 31 delegates, who were elected in the April 2022 Evergreen legislative election.
