While first joining EarthMC on January 8, 2023, he founded the town of Sullivan Bay, Cascadia, on July 11, 2023. The town is located on the Johnstone Strait, and neighbors the cities of Corgos' Pass, Victoria, Vancouver, and Port McNeill. When president Akeboun announced his intention not to run for a second term in the December 2023 presidential election, PaperLemur announced his intent to run, with fellow northern representative and former Vice President Cheeseballfluffy as his running mate. His campaign centered on activity and citizen engagement. While initially poised by some to come second, if not first, against former President Setrus, he ended up coming third in the election, behind Setrus and Moxiocodone; however still garnered a considerable 23.1% of the vote.

Following the election, on December 21, 2023, PaperLemur was elected as the 7th speaker of the House by his peers, defeating fellow representative BlueBlock88. He is the first House speaker from an town geographically located in British Columbia.
