Created by the Electoral Law Decree for the first election of the House of Representatives, the district was geographically defined as the urban area of the City of Olympia, as well as the mountain town of Gifford Pinchot located on Mount Adams. The district also included much of southern Washington, with the constituency's borders ending at the Columbia River. The district is posthumously known as Olympia, an alternative name to Southwest.
